Congress signals accelerated processing of Mercosur-European Union agreement

The free trade agreement signed between Mercosur and the European Union should advance quickly in the Brazilian Congress, according to signals from the main leaders of the Legislature. The expectation is that the text will have priority processing in both the Chamber and the Senate, amid the assessment that the treaty can unlock investments, expand foreign trade and accelerate Brazil’s integration into global chains.

The president of the Chamber of Deputies, Hugo Motta (Republicanos-PB), stated on Saturday (17) that the House will work to give the agreement “the fastest possible processing”.

In a post on social media, the deputy highlighted the economic reach of the treaty by stating that the creation of one of the largest free trade areas in the world tends to generate more growth, income, jobs, investments and circulation of technology.

In the Senate, the movement is similar. The president of the Foreign Relations Commission and vice-president of the Brazilian representation in the Mercosur Parliament, Nelsinho Trad (PSD-MS), announced the creation of a specific subcommittee to monitor the ratification process. According to the senator, the collegiate will focus on organizing debates and accelerating the analysis of the text in the House.

Ratification of the agreement requires a complex legislative procedure. On the European side, the text will need to be approved by the European Parliament. In South America, approval from the Legislatures of Brazil, Argentina, Uruguay and Paraguay will be required. In the Brazilian case, the internalization of the treaty depends on approval by the Chamber of Deputies and the Federal Senate.

During this process, there is the possibility of provisional application of parts of the agreement, especially those related to tariff reduction. This mechanism allows some economic effects to be anticipated before all approval stages are completed, although the treaty only comes into full force after ratification by all countries involved, as highlighted by experts in international trade and parliamentarians who follow the topic.

The agreement was signed on Saturday (17), in Asunción, Paraguay, ending a 26-year cycle of negotiations between the two blocs. The predominant assessment in Congress is that the economic and strategic dimension of the treaty tends to reduce resistance and accelerate its processing, even though the text must go through thematic commissions and debates on sectoral impacts before the final vote.
