that it will not negotiate the Budgets if it does not comply and will initiate sanctions against those who fail to comply and defraud the limits of the rental law. The commons meet with the Executive and present the meeting under the dilemma of all or nothing.
Ask. The Government has sent the draft of the accompanying law with two 1,200-page reports. Does that mean there will be Budgets?
Answer. They have not negotiated with us and we ask the Executive Council not to approve them without first agreeing on them. I am in favor of that, but it is not a blank check. The ball is in your court. We have a meeting pending to see compliance with the third credit supplement in education and health. A year ago we approved the sanctioning regime against those who fail to comply with the limits on housing prices and the Government has not initiated any proceedings. If they comply, we will negotiate. It is your responsibility. It’s not a whim.
P.Is the Government going slow? Is there anything else?
R. There are different phases: a file is opened, then it is initiated, which is when the possible sanction is communicated and then the 10-day period for allegations is opened. In a year, the Government has not initiated any. And that shows a lack of will: it is difficult to confront large holders, speculators or investment funds. Housing is a basic right. 30% of tenants are at risk of poverty. A reaction is urgent.
P. The Government wants to approve the accounts this quarter. Is that deadline feasible?
R. Clear. And it would be good for there to be Budgets and for them to impact people’s lives. The cost of living is crazy. We cannot lose sight of large numbers and the fact that the economy is doing well if people are drowning.
P. What do you have left to review?
R. Let them tell us what the 10 million have translated into mental health. And two education measures: we do not know where they have applied the reinforcement of classes in Catalan, mathematics and English and if they have enabled cafeterias in highly complex institutes. This ensures that students eat once a day. Yes, they have hired 250 teachers for the inclusive school.
P. Will waiting lists be a red line in the negotiation?
R. And in housing we want to increase green neighborhoods from 20 to 40 and stop speculative sales. Trump says that this sale must be prohibited and we cannot give the argument away to the extreme right.

P. They have dragged the PSC into housing policies. Are they taking up your space?
R. We are determining these policies not because the socialist party wants to, but because it needs our votes. Society has also organized itself. The PSC has had no choice but to move, even if it is dragging its feet as with the sanctions.
P. Well, the agreement on energy poverty for vulnerable people has expired and . Will it be on the negotiation table?
R. It is an essential condition. 18% of households suffer from energy poverty. It’s outrageous. The Government has been late: the agreement was due to expire and it has not planned to launch the social counters, it has not created the solidarity fund and it has not provided any alternative. Endesa, with a profit of 1.1 billion euros, does not want to renew it. It is late and idling: it does not demand co-responsibility from companies. I was going to extend it to Naturgy and Iberdrola. We have a law that prohibits cutting vulnerable households that cannot afford the payment and it must be guaranteed.
P. The Commons knocked down Pere Aragonès’ Budget for his opposition to Hard Rock. Are you considering doing the same if the Barcelona-El Prat airport is expanded?
R. The hypothetical expansion of the airport would be ready in 2023. Europe is the one who has to take action. Furthermore, the Carbon Budgets approved in Catalonia say that before 2030 we must reduce emissions by 65%. And in 2050, reach climate neutrality. That is incompatible with enlargement. I think it’s more of a wish than a reality. I also don’t know if Catalonia can support 20 million more tourists.
P. Illa says that the financing agreement is the best in history and Junts that it is a mere update. What do you believe?
R. or so that, for example, if you have a stroke in Lleida during the week on the weekend, specialized personnel can assist you and not like now. Everyone wins from the agreement and I believe it will succeed in Congress. And explain to me with what majorities an economic agreement can move forward.
P. Junts says it could, as happened with the amnesty.
R. . The risk is that, by wanting everything, we are left with nothing. What I miss is that the agreement did not take into account the cost of living or measures to avoid dumping prompt of the communities of the PP.
P.
R. Pisarello. It is good news that Bob Pop is running because he has a lot to contribute, but I really like Pisarello: his way of doing politics and his international references. He is a great speaker and is very lucid.
