Senators want to include religious schools in Pé-de-Meia – 01/19/2026 – Panel

A project by the senator (PSB-PR) wants to expand the eligibility criteria for the financial-educational incentive program, so that it now includes students from philanthropic and religious schools in vulnerable situations.

In justification, the senator states that many students from philanthropic or religious institutions have an identical socioeconomic profile and are also in a vulnerable situation, like students from public schools and community institutions, and are also registered with CadÚnico.

“The exclusion of these students from the Nesting Egg Program represents an inequality in the incentive policy, disregarding the principle of equality and creating an unfair disparity in access to benefits”, he argues.

Currently, the text is in the Senate’s Economic Affairs Committee, under the report of the senator (União Brasil-TO). In her opinion, she also accepted an amendment that provides that students enrolled in full-time secondary education will be entitled to an additional incentive, in the form of savings, corresponding to the additional time spent at school.

The project is expected to benefit more than 37 thousand full scholarship students. Senators assess that the expansion would not have any additional fiscal impact, as the program’s financing is already provided for by law.

“There is an understanding that the Nest Egg is a priority that cannot be left for later. The report managed to unify positions by incorporating suggestions from various parties”, he says. “The result is a fairer proposal, which expands the benefit to thousands of vulnerable students who depend on school to break the cycle of poverty.”

Interlocutors of Minister Camilo Santana (Education) state that he supports the proposal, as long as there are resources.
