Universities with low grades will face anything from being banned from increasing classes to completely suspending new students; measures aim to guarantee the quality of medical training and patient safety
The Ministry of Education (MEC) presented, this Monday (19), the results of the National Medical Training Assessment Examination () of 2025. The data shows that 107 medical courses obtained the lowest grades in the assessment (concepts 1 and 2), indicating that less than 60% of their students demonstrated adequate knowledge for the profession.
Given this scenario, institutions that are part of the Federal Education System — made up of federal universities and private colleges — will go through a supervision process and will suffer immediate penalties. In total, 99 courses (check the list below) fall into this category and will be the target of actions by the Secretariat for Regulation and Supervision of Higher Education (Seres).
What are the punishments
The precautionary measures defined by the MEC vary according to the severity of the students’ performance, measured by the proficiency rate. The lower the percentage of students who demonstrated sufficient knowledge, the more severe the college sanction.
For courses with unsatisfactory performance, the consequences were divided into four groups:
Suspension of new tickets: The 8 degrees where less than 30% of graduates were considered proficient (Concept 1) are prohibited from receiving new students;
50% cut in vacancies: The 13 colleges that had between 30% and 40% proficient students (Concept 1) will have their offer of places reduced by half;
25% cut in vacancies: The 33 institutions with a proficiency rate between 40% and 50% (Concept 2) must reduce their offer by a quarter;
Vacancy freeze: The 45 courses that, even with Concept 2, had more than 50% of proficient students, are prohibited from increasing the number of seats, although they will not suffer immediate cuts;
In addition to the vacancy restrictions, the first three groups (which total 54 courses) will be prevented from participating in the Student Financing Fund (Fies) and other federal government programs. The notified institutions have a period of 30 days to present their defense and propose a plan to remedy the deficiencies.

State and municipal institutions
Although the balance shows 107 courses with poor grades, eight of them will not suffer direct sanctions from the MEC. This is because these colleges are state or municipal and, according to the Education Guidelines and Bases Law (LDB), they do not respond to the federal system, but rather to the State Education Councils.
Among the low-performing institutions that are not under the management of the Union are units at the University of Rio Verde (GO), the Centro Universitário de Mineiros (GO), the State University of Roraima and the Faculdade Municipal Professor Franco Montoro (SP). It will be up to state bodies to define possible punishments for these cases.
Objective of the assessment
The Minister of Education, explained that the objective of the measures is not to harm students who are already enrolled, but to guarantee the safety of the population that will be served by these future doctors. According to the minister, Enamed works as a diagnosis to demand improvements in infrastructure, teaching staff and laboratories, especially in private institutions that charge monthly fees.

What is Enamed
Enamed replaces the old Enade for the medical field and is now carried out annually. In addition to evaluating the quality of the courses, the exam score serves as a theoretical stage for the National Residency Exam (Enare), unifying the processes and allowing new graduates to use their performance to enter medical specialization. Last year, the exam evaluated more than 89 thousand participants, including students and already trained doctors.
