That personal way of exercising power never collided with Maduro or the general Vladimir Padrino López. For years it has been target of US sanctions. The Department of Justice considered him part of the “Cartel of the Solos”, the fanciful organization that Maduro headed until January 3. His head came to have a high price: 25 million dollars.
