CFM debates rule to bar those who fail a medical exam – 01/20/2026 – Panel

The (Federal Council of Medicine) is discussing the development of a standard for the (National Medical Training Assessment Examination) to obtain professional registration with the CRM (Regional Council of Medicine), according to advisors familiar with the matter.

The measure, which had the approval of the council plenary, but still depends on a final deliberation, is a response to the Enamed result, released this Monday (19).

The idea would be to require the student to present the grade on Enamed when requesting enrollment in the CRM. Registration would only be granted after passing a future exam.

This Monday, the Ministries of Health and Education announced that 99 courses could be punished for not achieving a score considered satisfactory in the first edition of the exam.

Enamed was created by the MEC to assess the quality of doctor training in Brazil. It is a response to one and wants to create a kind of area, with its own assessment not linked to the ministry, but to the CFM.

Enamed’s result generated criticism from the body’s advisors. Francisco Eduardo Cardoso Alves, for example, said it was worrying to know that “13 thousand students, due to deficiencies in the college where they graduated, were unable to obtain the minimum pass rate.”

“In my opinion, this is a case of collective public health, and there should be some action in society to prevent, even if it is judicially, that these students, these failed faculties, can receive CRM and can continue enrolling and training doctors as is”, he adds.

President of the CFM, José Hiran Gallo states that the result shows “one”.
