Betting companies had to pay a 12% tax for the first time; 25.2 million Brazilians bet on the legal market

Online gaming and sports betting companies, bets, had gross revenue of R$37 billion in 2025, according to SPA-MF (Prizes and Bets Secretariat of the Ministry of Finance). Of this amount, 12% went to the payment of taxes, an amount defined by .

In a statement, Secretary Regis Dudena said that 2025 was the first year in which the State was present in the betting market. “Data was received, which allows us to know the sector objectively, in addition to having monitoring tools to monitor compliance with the rules created. We have the economic dimension and information about people, which helps us in preventing gambling problems and allows us to act in coordination with other institutions”he states.

COLLECTION WITH BETS

The government (PT) collected a total of R$9.95 billion from bets in 2025. The revenue comes from the 12% rate on gross gaming revenue, the GGR (Gross Gaming Revenue), in addition to payment with IRPJ (Corporate Income Tax), CSLL (Contribution on Net Profit), PIS (Social Integration Program) and Cofins (Contribution for Financing Social Security).

The 12% GGR tax was implemented in 2025 with the sanction that regulated betting.

The law had been sanctioned in 2023, but the market began to operate fully from January 1, 2025. In December, Congress approved the PLP (Complementary Bill) which includes sections that increase the tax burden on gambling companies.

Taxation will increase from 12% to 13% in 2026. It will rise to 14% in 2027 and, subsequently, to 15% in 2028. Government revenue should increase by R$850 million in 2026 with an increase of 1 percentage point in the GGR rate, according to calculations by the Ministry of Finance.

ILLEGAL MARKET

Anatel (National Telecommunications Agency) 25,000 illegal sports betting and online gaming sites by 2025 at the request of the SPA. The 79 that are authorized to operate in Brazil stated that 25.2 million Brazilians placed legal bets last year.
