Government tries to reconcile app regulation with Congress – 01/21/2026 – Panel

The government should meet on February 3rd with the president of , (Republicanos-PB), and with members of the special commission that debates the regulation of app workers for points in the Presidency’s report.

The meeting should include members of the General Secretariat and the Ministry of Labor, in addition to Motta and deputies Joaquim Passarinho (PL-PA) and , respectively president and rapporteur on the special committee.

The expectation is that the GT’s regulatory proposal will be finalized next week, with a report that should meet some of the delivery drivers’ demands, such as a minimum remuneration of R$10 per delivery, support points for workers and transparency of the algorithm used by the platforms.

In the report released by Augusto Coutinho in December, the proposed salary floor is R$8.50 per service. There are also provision for support stations for rest.

The remuneration issue is one of the main reasons for impasse with the platforms, according to reports. The argument is that imposing a value can make the companies’ operations financially unfeasible, by making the activity more expensive. On the other hand, members of the government see companies as isolated in their opposition to a minimum wage for workers.

The meeting with Motta and the members of the commission should also serve to evaluate the possibility of voting on the proposal this semester, before parliamentarians completely decide on the elections. Approval could also serve as an electoral asset for the government and help attract these workers.
