ta, technically called Video Lottery Terminals (VLT), which are managed by the company BET PR Concessionária de Loterias do Paraná SA, owner of the Apostou brand.
The machines, according to Lottopar, work on the same principle as a lottery bet — they have a predefined database, with electronic tickets that already have determined prizes. “When the player places his bet, a central system selects a ticket from this database and displays the result immediately,” he says.
The concession contract signed between the company and the Ratinho Jr. (PSD) management, in 2024, includes the operation of the machines.
“Apostau has legal and contractual authorization to operate the Video Lottery Terminals (VLT) at the Tayayá Resort, as the official concessionaire of instant, prediction and passive lottery modalities in the state of Paraná”, says Lottopar’s advisors, after consulting the Panel.
Also according to the state authority, the equipment installed at the resort is certified, monitored in real time and installed at specific points, as defined by state decree also from 2024.
Lottopar also says that the resort’s machines are different from slot machines, which operate without control.
“Slot machines operate outside of any official lottery system, do not have technical certification, state control or independent audit and do not collect taxes or allocate resources to public policies. They are considered illegal equipment, often associated with illicit practices”, says the state agency.
