Unadulterated praise for exemplary compliance with human rights cannot be expected for the representatives of the states examined at the United Nations Universal Periodic Review (UPR) in Geneva. Rather, the UN Human Rights Council hearing, which takes place regularly for each of the 193 UN member states, is about progress and setbacks in the national enforcement of said rights. This then results in recommendations for the government of the state being reviewed.
