Lula should send Messiah’s nomination to the Senate as soon as Congress returns from recess

The Minister of Institutional Relations, Gleisi Hoffmann, said that the Lula government will send in February, when work in Congress resumes, the presidential message on the appointment of the Union’s attorney general, Jorge Messias, to the open position of minister of the Federal Supreme Court (STF).

The government postponed the sending last year in the face of resistance from the president of the Senate, Davi Alcolumbre (União-AP), who preferred senator Rodrigo Pacheco (PSD-MG) for the vacancy.

Gleisi also told journalists that he believes that the Senate will discuss Messias’ hearing soon, but did not give details of the negotiations between Lula and Alcolumbre. It is expected that there will be a new meeting between the two to settle the procedure.

Lula should send Messiah's nomination to the Senate as soon as Congress returns from recess

Lula publicly announced on November 20, 2025 the appointment of Messias to the post of minister of the STF opened with the early retirement of Luís Roberto Barroso, but he did not send the presidential message to Congress to gain more time for the nominee to make his statement in the Senate, which will have to examine him and deliberate whether or not to approve the appointment.

At the time, the assessment in Planalto was that Messias’ name was met with resistance from senators from Centrão and Alcolumbre.

The choice consolidates the option for names of strict confidence for the Court, such as Cristiano Zanin and Flávio Dino, the other names nominated by Lula in this third term. With Messiah, the president also makes a gesture to evangelicals, a segment in which he faces the most rejection, according to research.
