says that requests to reduce the age of criminal responsibility in protests against aggression and, at the weekend, show that the agenda has broad social acceptance.

He included in his report a proposal for a referendum in 2028 for the age of majority to be reduced from 18 to 16.

Although he did not list cruelty against crimes affected by the change, the deputy says he is willing to discuss its inclusion in his report.

“The general concept of reducing the age of majority has a wide majority in society, with research showing around 80% approval. I restricted the change to violent crimes, such as homicide, feminicide, robbery, cruel rape of a minor and others of the type”, states the rapporteur.

According to him, the inclusion of other crimes, such as animal cruelty, would depend on an assessment of the impact on the vote on the matter by Congress.

“The report is already the subject of controversy as it stands, so we would need to evaluate it politically. For my part, I think this expansion is possible. Whoever commits such cruelty to an animal can do it to a human being as well”, says the deputy.

Mendonça says he has not yet been approached by representatives of the pet cause about the topic, but says he would welcome the groups if there is interest in a conversation.

The initial version of the Security PEC, sent by the Lula government to Congress, did not include the proposal for a referendum on the age of majority, which was included by the rapporteur.

The Executive’s objective was to constitutionalize the Unified Public Security System, formalizing the Union’s coordinating role on the issue.

With Congress resuming work this week, the deputy intends to meet with the party benches to present his report, with the aim of voting in the Chamber in the first round after Carnival.
