The secretary general of the PS, José Luís Carneiro, who was minister of Internal Administration in António Costa’s government, challenged the prime minister, Luís Montenegro, to activate the European Civil Protection Mechanism, but the president of Civil Protection, José Manuel Moura, said that “it is not justified” to ask because we have not yet exhausted our capabilities to respond to the consequences of Storm Kristin. To explain what Europe can do to help Portugal in a situation like the one in the central part of the country, Paulo Baldaia talks to the Brussels correspondent for Expresso and SIC, Susana Frexes, in Expresso da Manhã

Government support is defined and in extraordinary situations such as those living in the central part of the country, it is permissible to ask Brussels for help, because Europe is about solidarity. To access this fund that helps the State help citizens, the government is doing the math to find out if the value of the losses elects us for this help, but to access the aid from the Civil Protection mechanism, what needs to be done is a needs assessment. Our Civil Protection says that no help is needed, but there are still tens of thousands of people without electricity on the ground. Generators are needed. Does Europe have to lend?
