Documents about Vorcaro will be returned to the INSS CPMI, says Carlos Viana

The senator stated that access to the data collected in the breach of confidentiality of the owner of Banco Master will be granted after the Federal Police completes the compilation of the information

Senator Carlos Viana (Podemos-MG) said this Tuesday (3) that the documents relating to the breach of confidentiality by the owner of Banco Master, Daniel Vorcaro, will be returned to the Joint Parliamentary Commission of Inquiry (CPMI) which investigates undue discounts on benefits for retirees and pensioners from the National Institute of Social Security (INSS). In December, Minister Dias Toffoli, of the Federal Supreme Court (STF), determined that the information would be under the supervision of the president of the Senate, Davi Alcolumbre (União Brasil-AP).

Carlos Viana, also president of the INSS CPMI, informed that Vorcaro’s data will return to the commission “in around two to three weeks”, after the Federal Police (PF) finishes compiling the documents. “The moment was well explained by the minister [Toffoli]the investigation is still ongoing and several pieces of information are on Daniel Vorcaro’s cell phone,” said the senator.

According to Carlos Viana, the defense asked CPMI to postpone the departure of the owner of Banco Master due to “health issues”, but the lawyers did not detail what the problem faced by the banker was. The president of CPMI INSS added that he agreed to the postponement as long as habeas corpus was not presented to prevent Vorcaro from appearing on the new date.

Carlos Viana stated that, if the defense presents habeas corpus to CPMI will carry out coercive conduct. “Daniel Vorcaro is willing to come, even openly,” said the senator.

The INSS CPMI approved, on December 4, the summoning of the banker and the breaking of “telematic, banking and tax” secrecy. According to the commission’s request, the subpoena to the owner of Banco Master is “necessary” to provide “clarifications regarding the institution’s role in offering financial products to retirees and pensioners, including payroll loans”.

Installed on August 20, the INSS CPMI held 29 meetings until December 4 and resumed work on Thursday. This year the commission’s work will be focused on analyzing fraud in payroll loans, with suspicions of harassment, granting without consent and fraudulent renewals that generated unpayable debts. In 2025, the committee heard 26 witnesses, including Antônio Carlos Camilo Antunes, who became known as the “Careca do INSS”.

The commission’s rapporteur, deputy Alfredo Gaspar (União Brasil-AL), described Antunes as “author of the biggest robbery of retirees and pensioners in the history of Brazil”. According to data collected by CPMI, “Careca no INSS” would be the operator of the scheme and would have generated R$24.5 million in five months. Several summonses chose to remain silent, supported by habeas corpus. Other witnesses, according to the senators, lied when providing clarifications.
