One day after the Chamber and Senate approved raises for their employees, members of the Lula government tried to exempt themselves from responsibility for granting the benefit that can generate paychecks of up to R$77,000.
The Secretariat of Institutional Relations of the Presidency of the Republic denied that it had been consulted by congressmen about the project that gives a raise to employees of the Chamber of Deputies and grants “perks” that, in practice, will make some of them earn above the constitutional ceiling.
The SRI advisor told Broadcast, Grupo Estado’s real-time news system, that there was no agreement or consultation on the part of deputies and senators on the text. The government leader in the Senate, Jaques Wagner (PT-BA), also said he had not participated in any agreement regarding the text. During the votes, government leaders also did not express any objection to the approval of the proposal.

During the vote in the Chamber, only the Novo Party voted against the text, which was approved symbolically in a semi-presential session. In the Senate, only senators Eduardo Girão (Novo-CE) and Magno Malta (PL-ES) voted against the measure.
SRI is the ministry responsible for the government’s political articulation and negotiations between Palácio do Planalto and Congress on projects being processed in the Legislature. The project to readjust the Chamber’s employees was approved with a tight deadline, without a lively debate about the financial impacts and its “timing”.
Despite this, the government still does not have a defined position on possible sanction or veto of the text.

Authored by the Board of Directors of the Chamber, the text creates the Performance and Strategic Alignment Bonus (GDAE). This bonus grants one day of leave for every three days of work, with the possibility of receiving cash in lieu of leave. As a result, the salary of senior Chamber officials can reach approximately R$77,000.
Members of the government’s economic team criticized the approval of the benefits.
In the assessment of sources from the government’s economic area, a possible veto by Lula would be a political decision, since it is the Budget of another Power and technically it is compensation.
Still, the analysis is not positive. This is because Congress would have found a way to circumvent the constitutional ceiling by paying twice. By creating a license for every three days of work, the server, who would already receive payment for working that fourth day, will now be compensated.
The idea is that this type of measure further worsens the image of the political class, because this extra remuneration is not being given in a country like Switzerland, it is Brazil with all its inequalities and therefore it would generate even more revolt among the population against the politicians.
For those in government in the economic area, it is these types of actions that cause more strong candidates to emerge with anti-system speeches and how extremist ideas gain popular support.

The constitutional ceiling, which should be the limit for a public employee’s salary, is the salary of a minister of the Federal Supreme Court (STF): today at R$46,366.19.
During the vote on the proposal in the Chamber, the president of the House, Hugo Motta (Republicanos-PB), defended the text and said that it was an increase in the value of positions. “It is a hallmark of our management that we do not create castes, differentiation. From outsourced workers to career civil servants, all categories are receiving this salary adjustment because this is looking at the House as a whole”, said Motta.
According to sources heard by the report, neither the Ministry of Planning, Management or Finance were consulted about the measure.
