The governor of Minas Gerais, Romeu Zema (Novo), criticized the bill that grants “ceiling-breaking” adjustments and one day off for every three worked to National Congress employees. Pre-candidate for President, Zema spoke out through a video published on social media this Thursday, 5th.
The project creates the Performance and Strategic Alignment Bonus (GDAE), which can reach 100% of the salary for the actual position held by the server. The benefit also provides for one day of leave for every three days of work. As a result, the remuneration of senior Chamber officials can reach around R$77,000.
“Congress decided to work less and earn twice as much. It seems like a bad joke, but it’s Lula’s Brazil,” said Zema in the video.

As shown by Estadão, members of the government of President Luiz Inácio Lula da Silva (PT) tried to exempt themselves from responsibility for granting the benefit. The Secretariat for Institutional Relations (SRI) and the government leader in the Senate, Jaques Wagner (PT-BA), said that there was no agreement or consultation on the part of parliamentarians on the text.
During the votes, government leaders also did not express any objection. Only Zema’s Partido Novo voted against the proposal.
Zema increased his own salary by 300%
Despite criticism of the project, Zema sanctioned a law in 2023 that increased his own salary, that of the vice-governor and that of state secretaries by 300%.

The rule, promulgated in May of that year, established a progressive adjustment regime for these positions. At the time, the government of Minas Gerais justified that the amounts paid until then were incompatible with the responsibility and experience required for the functions.
