Following a request for the hospitalization of a teenager by the Civil Police, the MPSC (Public Ministry of Santa Catarina) informed that it will request, in the coming days, additional steps in investigations carried out in the event of the death of the “Dog Ear”.
Both the 10th Public Prosecutor’s Office of the Capital, in the area of Children and Youth, and the 2nd Public Prosecutor’s Office of the Capital, in the criminal area, concluded that need for further clarification and greater precision in the reconstruction of events.
The MPSC also reported that it continues to investigate the possible practice of coercion and threats involving family members of the teenagers being investigated and a doorman at a condominium in Praia Brava.
The body is analyzing the Civil Police investigation regarding adults, concluded that there is a need to expand and detail the investigation of the facts, and will request additional measures from the Civil Police.
The Civil Police of Santa Catarina stated that the teenager was being investigated for the death of the community dog.
The explanation was given to CNN Brazil by the general delegate of the Civil Police of Santa Catarina, Ulisses Gabriel, after questions about the legality of the measure. According to him, the request is based on the combination of two factors provided for in the ECA: the reiteration of infractions and the social repercussion of the case.
On the other hand, a member of the OAB’s National Commission for Children and Adolescents and former national secretary for children’s rights, Ariel de Castro Alves, told CNN Brazil that, in the prevailing understanding, the legislation does not authorize hospitalization in this type of case.
The Santa Catarina Civil Police concluded the investigation investigating the circumstances of the dog’s death. The investigation also included an attempt to drown a second dog, called Caramelo, who managed to escape.
