PSD, Union and PL rehearse agreement against Motta and Lula by TCU – 02/06/2026 – Politics

The PSD, União Brasil and PL are considering forming an alliance to compete for the Chamber’s next nomination to the (Court of Auditors of the Union). The strategy aims to unseat Odair Cunha (-MG), candidate, (-PB), in a consortium with the party bench of President Luiz Inácio da Silva.

The two parties in the center do not feel covered by the agreement signed by Motta, who promised support to Odair to guarantee the votes of the PT bench in the dispute for the Presidency of the House, in 2025. The PL, in turn, presents strong resistance to supporting a PT member for the vacancy in the court of accounts.

The PSD decided to launch its own candidate for the dispute. União has two pre-candidates, Danilo Forte (CE) and Elmar Nascimento (BA), and will choose one of them in a meeting scheduled for the 23rd.

Interestingly, these are the two acronyms that had candidates in the last race for President of the Chamber. The PSD had its leader, Antônio Brito (PSD) in the race, while the União defended Elmar, who also led its bench. Both withdrew their candidacies when Motta made his support for PT and PL official.

Behind the scenes, leaders of both parties say they will discuss an agreement to join forces. Kassab’s PSD has 49 deputies, while União Brasil has 59. The idea is to attract the PL to this alliance, considering that the Bolsonarist party occupies 87 seats in the House.

According to parliamentarians from the Union and PSD, an agreement could be designed aiming for a second wave of the TCU. The place in dispute at the moment is that of minister Aroldo Cedraz, who is retiring in February. A second is that of Augusto Nardes, who would compulsorily leave the Court in October 2027, when he turns 75, but is considering retiring.

In this way, the acronyms indicate an agreement for one of them to take Cedraz’s position, and the other to take Nardes’s.

The PL leadership is still studying the scenario, but leaders confess to Sheet that joining forces with the PSD and União Brasil is of interest. As the vote is secret, leaders of the party indicate that the base’s tendency is to vote for a candidate other than the PT candidate, even if Motta pressures the party to vote for Odair.

In PL, there is a resentment with Motta. Deputies mention that they supported the current president of the Chamber, but that the supposed promise to provide amnesty to those involved with January 8th was never fulfilled. The House approved a dosimetry, with partial pardon of sentences for those convicted of the coup plot. In this way, party parliamentarians feel free to vote for Odair.

In other words: if the alliance between these parties prospers, the chiefs estimate that they can start the dispute with 190 votes. They will also try to attract smaller parties that have not demonstrated alignment with Odair, such as Solidariedade.

PT members interviewed by Folha, however, highlight that the PL entered into the agreement that provided for Odair’s appointment to the TCU. In the wake of Motta’s election, the party won the vice-presidency of the Chamber, currently occupied by Altineu Côrtes (RJ).

In this way, PT members await PL votes. Furthermore, they say they have consolidated support from the MDB, PP and Republicans, still as part of the understanding that led Motta to the Presidency of the House.

According to allies, Hugo is preparing for the offensive in this wing of the center. The president of the Chamber must call the vote to define the next TCU minister in February, so as not to give time to the opponent’s articulation. At the last meeting of leaders, on February 2, according to interlocutors, he announced that he would seek out representatives from each bench to guarantee support for Odair.

HOW THE INDICATIONS WORK

TCU is a point of interest for politicians. In addition to holding a lifetime position, its ministers work to monitor public resources and judge the accounts of public managers.

The Court is made up of nine ministers. The President of the Republic has three nominations, two of which must be auditors or members of the Public Ministry at the TCU.

The six ministers are chosen by the , three by the Chamber and three by the . The Legislature, however, does not need to follow the requirement, having the freedom to choose between deputies and senators.
