Lawyer Sergio Rosenthal, specialized in financial crimes, says that the creation of one, approved to compensate, can generate “a feeling of injustice”, especially if it is not accompanied by compensation from the public authorities in terms of services.
The measure, approved last year, is seen by the public as one of his main achievements and will be the banner of his re-election campaign.
“The increase in the tax burden, when not accompanied by an effective counterpart to the citizen, generates a feeling of injustice in those on whom the burden of paying taxes falls”, says Rosenthal.
Large law firms will be among those affected by the extra tax rate. According to Rosenthal, the increase in the tax burden can generate an unwanted side effect of encouraging tax evasion.
“Evasion, in the Brazilian context, is often not perceived as a crime or as socially reprehensible conduct, but rather as an instrument of taxpayer self-defense”, he states.
