The five magistrates who make up this group had remunerations above R$ 46,366 per month, the current ceiling for civil service, as confirmed by the Sheet.

Their average monthly gross income in 2025 reached R$133.5 thousand, with a minimum level of R$72.4 thousand and a maximum of R$175.7 thousand.

According to the CNJ Magistrates’ Remuneration Panel, together, the five accumulated around R$8 million gross in salaries in a single year, driven by occasional rights, bonuses, compensation and retroactive payments.

The CNJ stated that the amounts received by judges respect the legal limit and that the variations “do not represent the ordinary monthly salary” because they result from retroactive rights accumulated from previous years and compensation funds.

Income of each magistrate

The biggest gain in 2025 went to the judge who will now coordinate the executive committee, judge Francisco José Rodrigues de Oliveira Neto, from the TJ-SC (Court of Justice), with gross income that totaled R$2.1 million (R$1.7 million net) in the year.

In December, his paycheck recorded R$332,000 gross, made up of R$102,000 in compensation and holiday bonuses, R$71,000 in accumulated retroactive payments and R$65,000 in Christmas bonuses.

Also from the Santa Catarina court, judge Paulo Marcos de Farias, secretary of Strategy and Projects at the CNJ, accumulated R$ 1.9 million gross over the last year — R$ 287 thousand in December alone.

The São Paulo bench on the committee is represented by judge Paula Fernanda de Souza Vasconcelos Navarro, from the TJ-SP (Court of Justice of ), who will act as the group’s secretary. Year-to-date, the judge had a total gross income of R$1.6 million — with a monthly peak in the December paycheck, when she earned R$208,000.

Judge Lizandro Garcia Gomes Filho, from the TJDFT (Court of Justice of the Territories), had a gross annual income of R$1.4 million, with R$193 thousand in the last month of the year.

The general secretary of the CNJ, Clara da Mota Santos Pimenta Alves, from TRF-1, was the one who received the least of the five members of the committee: she accumulated gross income of R$869 thousand in 2025, with a peak of R$186 thousand in February.

What the CNJ says

In practice, given the constitutional ceiling, the total remuneration plus some benefits allowed by the Supreme Court can reach R$78,800 per month.

In a note, the CNJ stated that the annual gross and net income for 2025 do not represent the ordinary salary of magistrates, as they include retroactive rights accumulated from previous years and compensation funds, such as vacations converted into money.

The council states that the value of the regular subsidy respects the legal limit and that state and federal courts have already adopted a transitional system to adapt to the STF’s determination, with changes implemented since the May 2026 payroll.

The CNJ also says that the members of the executive committee were selected for their “technical profiles, administrative experience and recognized public management capacity”, with the aim of improving and standardizing the national remuneration system.

Also contacted, the TJDFT stated that all payments directed to judge Lizandro Garcia Gomes Filho are duly provided for in the legislation and have the authorization of the council.

The STF and TJ-SP indicated that the demand was responded to by the CNJ. TRF-1 and TJ-SC were contacted, but have not yet responded.
