The House of Representatives approved on Wednesday (17) the urgency (acceleration of the process) of amnesty to those involved on January 8. This is a gesture of the president of the House, Hugo Motta (Republicans-PB), to the supporters of former President Jair Bolsonaro (PL). The project urgently approved with 311 votes yes and 163 is not from Deputy Marcelo Crivella. The proposed version benefits Bolsonaro, the others convicted by the Federal Supreme Court and also those involved in the attacks of January 8.
But there is still no consensus on which text will be analyzed and what is the date forecast for a new vote on the merits of the proposal. “If approved (the urgency), a rapporteur will be appointed so that we can arrive as soon as possible to a substitute text that finds the support of the wide majority of the House. As mayor, my mission is to conduct this debate with balance, respecting the Rules of Procedure and the College of Leaders,” said Motta.
The mayor maintains that the country needs pacification and the plenary of the house must deliberate on the matter. “Brazil needs pacification and a future built on dialogue and respect. The country needs to walk. We have in the house distinct visions and divergent interests about the events of January 8, 2023. It is up to the plenary, sovereign, decide,” wrote Motta.
The session, which began on Wednesday night, was tumultuous, with songs mobilized by governors and oppositionists about amnesty. On the one hand, supporters of President Luiz Inacio Lula da Silva sang “no amnesty”, while pockets sang the motto “Amnesty NOW”. “What is being done here today is absurd, a little sculat, a sarcasm,” said Pastor Henrique Vieira (PSOL-RJ).
“Today comes a real historic day for this house. What we are voting here today is urgency. At no time will we put the knife around the president and none of the leaders to discuss the merit on this day. The PL, despite what the left says, we are the Pacification Party, understanding. Before him, PT leader Lindbergh Farias (RJ) criticized the proposal vote. “Regrettable what is happening today. Institutions, on a day like this, cannot be cowered. By guiding the urgency of a amnesty project by Deputy Marcelo Crivella, it is a broad, general and unrestricted amnesty,” said Lindbergh. “The Centrão deputies are opening the gate, so that with a simple majority they approve the text. Does anyone here believe that they want to pacify something?” He added.

Speaking on behalf of the MDB, Deputy Isnaldo Bulhões Junior (AL) argued that it would be better to adjust the text to a proposal that only reduced the size of the penalties applied by the Supreme Court, but without amnesty. “It is unfortunate that the agenda we now appreciate, the urgency to a bill that textually deals with amnesty to an attempt to coup has become an electoral political debate,” said the Alagoas.
By announcing that he would put the urgent request to vote, Motta explained after the approval of the urgency will choose a rapporteur to adjust the text. Boconarists stated that they agreed with Motta the approval of the proposal for amendment to the Constitution (PEC) of the armor, which makes it difficult to open processes and the authorization of arrest of parliamentarians in exchange for the approval of the urgency of the amnesty. There is still no forecast for when the definitive text in the plenary would be voted.

What Crivella’s project about amnesty says
The project chosen to have the urgency voted on Wednesday foresees broad amnesty to all crimes linked to demonstrations from October 2022. Crivella’s text also forgives fines imposed by the Electoral Court.
“All who participated in demonstrations with political and/or electoral motivation are amnesty, or supported them, by any means, including contributions, donations, logistical support or services and publications on social media and platforms, between October 30, 2022 and the day of entry into force of this law,” says the text.

Crivella justified the proposal, presented in April 2023, saying that it is an “appeasing response, the cooling of spirits and the congress of contrary through sovereign forgiveness”. Bolsonarists have been articulating for the approval of an amnesty two years ago. During this period, they even made a riot that prevented the House plenary for two days.
