Scientific entities call for the creation of a climate body – 10/09/2025 – Panel

Entities linked to the area of ​​science sent a letter to federal government authorities responsible for , in which they demand the creation of a specific governmental structure in addition to asking for more measures to meet targets against global warming.

“We identified the urgent need to further strengthen climate governance, coordinating the different spheres and levels of government more effectively. The scientific community proposes to the government the creation of a specific organizational structure, preferably a public agency, with autonomy to act in the management and governance of the climate agenda”, says the document, prepared by the SBPC (Brazilian Society for the Progress of Science) and the ABC (Brazilian Academy of Sciences).

The letter was produced during a workshop organized by Finep (Financier of Studies and Projects), last week. Its addressees are ministers Rui Costa (Casa Civil), and Marina Silva (), as well as ambassador André Corrêa do Lago, president of COP30, and Ana Toni, executive director of the conference.

The creation of a Climate Authority was promised by Lula during the 2022 campaign and reiterated several times by Marina, but it never came to fruition.

The scientific entities recognize, in the letter, advances made by the current government in environmental policy, but ask for more efforts.

“We identified structural challenges that require immediate and coordinated action to strengthen the role of science in the formulation and implementation of climate policies at national and international levels”, states the document.

For scientific entities, the “window for action” to meet targets against global warming is closing rapidly.

“Brazil, due to its continental location, will face thermal amplification of 4 to 4.5°C in current scenarios, making us one of the most vulnerable countries to climate change, with severe impacts on health, food security and habitability in our regions”, they warn.

The authors of the letter also cite three fundamental priorities to reverse this scenario: ensuring a new energy matrix in the next decade with clean and renewable sources, eliminating the deforestation of tropical forests and guaranteeing international climate financing that allows developing countries to carry out their transitions.

Specifically for the Amazon, where COP30 is located, “there is an urgent need to implement a development model that reconciles socio-bioeconomy, food security and protection of traditional peoples, combating the illegal exploitation of resources”.
