Abidjan – Incumbent Alassane Ouattara is apparently heading for victory in the presidential election in Côte d’Ivoire, as expected. A rival, Ivory Coast’s former trade minister Jean-Louis Billon, admitted defeat on Saturday and congratulated Ouattara. “The first results show incumbent President Alassane Ouattara in the lead and point to his victory,” Billon said in a statement on Sunday.
