Aleac is already scheduled to vote on the LOA; PCCRs should be discussed

The Legislative Assembly of Acre (Aleac) is already scheduled to vote on the Annual Budget Law (LOA) for the year 2026. The information was given to the ContilNet by the president of the House’s Budget and Finance Committee (COF), deputy Tadeu Hassem, this Wednesday (11).

The bill authored by the Executive foresees a budget of more than R$13.8 billion for next year. The projected numbers had an increase of 13.63% compared to those of 2025. Of the total, R$9.3 billion are from own resources and R$4.4 billion come from other sources of resources, in accordance with the laws and regulations that govern budgetary matters.

Tadeu stated that, before the matter goes through the competent committees and is voted on in plenary, the COF will promote a public hearing to debate the text with the State secretariats that prepared the project, unions, professional categories and the deputies themselves. The hearing is expected to take place on December 11th.

The project was forwarded by the Government to Aleac on September 30th, the established deadline.

“The Annual Budget Law for the 2026 fiscal year is already in the Assembly, it is in the House of People, it was filed on September 30th. The forecast is that our public hearing will take place on December 11th in the plenary, with the participation of unions, associations, of all powers — Executive, Judiciary and Legislative”, stated the parliamentarian.

The COF president highlighted that this year’s budget focuses on some priority areas.

“The priority areas are health, education, environment, agriculture, human development and social assistance. How important is the public hearing? It is a time for debate and discussion. We have the issues of public servants, of job plans and careers in different areas. I mention here especially those of health and public security in general, the police forces. So, it is a unique moment here at Casa do Povo for us to have a debate this year. The Annual Budget Law, most likely, is the most important law in the State. That is what they are all investments, payroll, salaries, debts, charges and, mainly, resources destined for investments to increasingly develop our State of Acre have been consigned”, he added.

PCCRs will be discussed

The deputy was asked about the possibility of the Positions, Careers and Remuneration Plans (PCCRs) of the categories being discussed during the vote on the project and stated that the preparation of the text, as well as the fulfillment of the categories’ requests, is the exclusive responsibility of the Executive.

“The plan for health positions, careers and salaries, for example, is already decades behind. This is a law initiated exclusively by the Executive Branch, the State Government. We are here ready to approve it. I, as a parliamentarian, and this entire House have a commitment to public servants, but, to date, there is no movement from the Government to present this bill. The Government, through the Secretariat of Finance and Planning, makes a lot of arguments about the issue of the fiscal gap, personnel expenses, which are already at their limit prudential. But I have a question to ask, I always ask myself: if the tax gap existed, would the State Government have the cash resources to guarantee compliance with the PCCR?

Under broad debate between the base and the opposition, the vote on the LOA should take place between the 16th and 17th of December, guaranteed the deputy, since, on the 17th, Aleac should go into parliamentary recess and only return the following year.

“The work will continue until December 17th. And until that date, the Annual Budget Law for the 2026 financial year will be voted on in plenary”, he concluded.
