The first meeting of leaders in 2026 ended with victories for the government, which achieved the vote on two provisional measures for next Monday (2), the House’s first day of work. These are texts about gas aid, one of Lula’s bets for the elections, and about renegotiating the debts of rural producers harmed by “adverse events”.
According to the government leader, deputy José Guimarães (PT-CE), it was also agreed that the parties will maintain the presidency of the Chamber committees they already held, only changing the names of the parliamentarians. Parties must nominate their chosen ones before Carnival.
At the same time, said deputy Mendonça Filho (União Brasil-PE), rapporteur of the Public Security PEC, meetings will be held with the benches in order to present the text report in the first two weeks of February. Mendonça is not a party leader, but participated in the meeting due to his role in the PEC.
The proposal is expected to be voted on in the special committee on February 23 or 24, and then taken to the plenary. The anti-faction (bill) should only be evaluated after the completion of the PEC processing, so that constitutional issues are resolved before the evaluation of a bill.
The rapporteur also informed that he will meet with the Minister of Justice, Wellington César Lima e Silva, in the coming days, to discuss the text. The PEC was proposed by the government in April last year and (-PB) stated at the meeting that public safety will be a priority. The government produced a document criticizing Mendonça’s report.
Another government priority that was reinforced by Motta, according to the parliamentarians interviewed, is the Mercosur Agreement with the European Union, which seeks to establish conditions for free trade between the two economic blocs.
The PT leader, , stated that the president of the Chamber said he would like to vote on the agreement before Carnival. To do this, it is necessary for the government to send a message and the topic to be approved by the Parlasul Commission (Mercosur Parliament), chaired by Arlindo Chinaglia (PT-SP). The committee meeting is scheduled for next Tuesday (3).
When questioned, the deputies stated that opposition agendas, such as the CPI on Abuse of Authority, which targets ministers of the Federal Supreme Court, and the CPI on Banco Master, were not covered.
“We have 17 parliamentary commissions of inquiry in progress, we cannot change this order”, explained Guimarães. The leader said that Hugo Motta confirmed that he will not do so, while Lindbergh stated that this matter will be addressed later and said that he supports the CPI to investigate the Master case proposed by deputy Rodrigo Rollemberg (PSB-DF).
For Lindbergh, the government came away better served at the meeting. “The gas MP is very important for us, there is another provisional measure on the issue of agriculture and this topic of the European Union and Mercosur agreement is very important.”
According to the deputy, the PT also did not want Lula’s vetoes to the Dosimetry PL to be one of the focuses. “This is a very important veto”, he explained. The project reduces sentences for those convicted of coup acts, such as former president Jair Bolsonaro.
Opposition deputies did not participate in press conferences after the end of the meeting. Deputy Bia Kicis (PL-DF) and deputy (PL-RJ) were present. Representative Cabo Gilberto Silva (PL-PB), leader of the opposition, did not participate.
Deputies stated that there is still no confirmation whether President Lula will attend the opening ceremony of the legislative year next week.
