São Paulo councilor Cris Monteiro (Novo) asked the São Paulo government to suspend prisoner outings during the period.
In a letter sent on Thursday (29) to the Public Security, Penitentiary Administration and Civil House secretariats, the councilor argued that in Minas Gerais the benefit was suspended for this year’s Carnival, repeating a measure that has been adopted in the state since 2024.
Monteiro states that there is no guarantee that there will be control over prisoners who are outside of penitentiaries throughout the period, which traditionally involves a large police force and in which there are on the streets.
“Carnival brings together millions of people on the streets, including families and workers. The priority of public authorities must be the protection of the population. It is legitimate to assess whether the temporary exit, in this specific context, does not increase unnecessary risks”, says Monteiro in a note.
In the letter, the councilor also questions, if the suspension is not applied, what technical and legal grounds are used by the São Paulo government for this decision.
