The Chamber will increase the deputies’ office budget by around 23%, after readjusting the salaries of House employees, in addition to creating a . The amount that each parliamentarian will have to pay the salaries of their employees will be approximately R$165 thousand per month.
This increase will take place through an act by the Board of Directors, which should be signed this Wednesday (4) by the president of the Chamber, Hugo Motta (Republicanos-PB). There is also provision for health benefits for employees.
The office budget is the amount that congressmen have to pay their office employees. Currently, each deputy has around R$133,000 per month to distribute to up to 25 parliamentary secretaries.
The leaders argue that, as the number of civil servants will increase, it will also be necessary to update the cabinet budget. Otherwise, they say they will be forced to lay off employees to maintain the current limit.
According to the president of the Chamber, (Republicanos-PB), the adjustment should increase civil servants’ salaries by 8% to 9.3%. Leaders defended an adjustment of the cabinet budget at the same level.
There are also indirect increases in the project. It abolishes the representation bonus for Legislative servants and creates a new bonus, the value of which varies between 40% and 100% of the basic salary for each position. This amount cannot exceed the constitutional ceiling. The project says that the Chamber’s Budget itself will absorb the increase, without the need for new transfers to the Legislature.
The proposal also establishes compensatory leave for those who perform commissioned duties, which gives one day off for every three worked during periods such as holidays, weekends and other rest periods.
If the license is not used, the server may receive, as compensation, an equivalent amount in cash, free of Income Tax and capable of exceeding the ceiling. There is a limit of ten days of leave per month.
PROCESSING
The project was hastily approved in the Chamber. The proposal for Chamber employees was only presented on Tuesday and has also been approved in the Senate. Now, the text goes to the president (PT) for sanction.
There were complaints. Representative Adriana Ventura (Novo-SP) asked for more time to analyze the text, but was defeated in plenary. “The question here is not whether it deserves it or not. The question is the distortion. Where is the impact analysis? Where are the studies carried out? I see the Consultancy here, and I would like to understand the impact this has”, he said.
The House even refused a roll call vote, requested by the deputy (-SP), preventing the checking of who voted in favor or against. This mechanism is generally used to avoid retaliation from public opinion.
Hugo Motta defended the proposal. “We have this project that is being voted on, and is not being discussed here, also promoting the salary adjustment of parliamentary secretaries, of Deputies’ secretaries, who are freely hired”, he began.
The parliamentarian added: “We are instituting an 8% salary increase for these employees, for parliamentary secretaries, the same adjustment that was given to Judiciary employees, we take this parameter into account.”
