Service providers from one of the largest digital influence agencies in the country, , negotiated the publication, on gossip pages on social media, of content favorable to the governor of São Paulo, , and .

Mynd states that it had no relation to these negotiations and that its service providers do not work exclusively for the agency. The Government of São Paulo, in turn, says that there was no public investment in publications.

Messages obtained by Sheet show that Kamilla Cunegundes, 30, a public relations person who works as a representative of Mynd with gossip pages on the networks, approached one of them to budget for the dissemination of pro-governor content at the end of last year.

In one of the conversations, Kamilla wrote to the owner of a page: “They want to budget for 4 feeds (1 per week). Can you give me your values?”. Before that, I had sent images and links as references to the desired publications.

Among the materials sent were a photo of Tarcísio accompanied by text about the reduction of robberies and murders in the state, as well as news about research according to which the governor would be less rejected than that of members of the former president’s family. A link was also sent about the approval of a bill presented by the mayor of São Paulo, .

One of the negotiation attempts took place on October 29th. The owner of the profile addressed forwarded Kamilla’s request to the agency that manages it, and a representative asked her to identify the advertiser, citing internal compliance rules.

Kamilla did not respond, stating that she had just “bridged the gap” for a client. “Around here we end up not doing it, but I remembered that maybe he [o dono da página] If I were to agree, I indicated it”, he wrote.

Last month, the magazine revealed that a company called Submarino Lab had budgeted publications favorable to Tarcísio. THE Sheet obtained prints that confirm these negotiations and also show a survey of values ​​for the Central Bank.

The company was founded in December and presents itself as an advertising agency, with Vanessa Aparecida Ribeiro Soares as its only formal partner. In a labor complaint filed in 2023, Vanessa claims to have worked as a receptionist, with a salary of around R$2,000, on a 6×1 shift.

A Sheet He collected the property’s registration certificate and identified that it was rented at the end of last year by Artur Moreno Martins. Vanessa appears as one of the residents, as well as his family.

Artur is the owner of Fofoquei, one of the largest gossip pages in the country, with 7.5 million followers, a business he runs with his partner, Radamés Barbosa Silva, known on the networks as Radamés Keller. They work on the same team as Kamilla Cunegundes, providing services for Mynd.

The agency receives demands from the advertising market and passes them on to the company Deu Buzz, opened by Artur and Radamés, responsible for intermediating the placement of content on entertainment and gossip profiles.

At the end of last year, publications about the inauguration of , one of the main banners of the Tarcísio administration, began to appear frequently in the feed of these pages, alongside posts about sub-celebrities.

Criticism of the Central Bank intensified during the crisis involving Banco Master, which led to the opening of a procedure with the Federal Police.

Part of the accounts that published positive content about the governor appears in a mapping, as part of the investigation known as “Project DV”, a reference to the initials of Daniel Vorcaro, controller of Banco Master. The investigation investigates signs of coordinated mobilization on social media against the Central Bank during the liquidation process of the financial institution

The Consumer Protection Code requires that advertising content on social networks be identified as such, which did not occur in the posts analyzed by the report. Electoral lawyers heard by the Sheet state that, depending on the extent and severity of the facts and their potential to unbalance the 2026 dispute, the Electoral Court can assess whether the case constitutes an abuse of economic power.

The report attempted to contact Kamilla Cunegundes, Artur Moreno and Radamés Keller by phone, WhatsApp, email and through lawyers, but received no response.

At the end of last year, the São Paulo government signed a R$19 million contract with the agency Jotacom, an arm of FSB Comunicações, for actions in digital media and monitoring of influencers.

In a statement, the Government of São Paulo said that “there was no public investment, direct or indirect, in the publications mentioned”. “State management only carries out institutional and public benefit campaigns, always with the aim of providing transparency to management actions and disseminating information of public interest.”

The governor is not the only right-wing name that has appeared on these profiles. There are also publications in favor of the senator, pre-candidate for the Presidency, and the federal deputy.

“Flávio Bolsonaro must defeat Lula in a historic way in 2026”, stated a publication by Babadeira, together with the page Notícias, distorting a survey by Paraná Pesquisas. “As a family! Deputy Nikolas Ferreira reunites with his daughters after days away from home”, wrote Alfinetei, in a publication with photos of the parliamentarian smiling alongside his family.

In recent weeks, Fofoquei also published positive publications for the federal government. Most of the time Lula appears in these pages, however, it is from a critical perspective.

In a statement, Flávio stated that he has no relationship with these profiles and that he does not know what motivated the publications. Nikolas said, through his advisor, that there was no payment and that he is unaware of any negotiations.

Also in a note, the federal government declared that it did not make payments related to the content mentioned in the report.

Through its press office, Mynd stated that “it has never acted in electoral campaigns and operates exclusively in advertising campaigns, always following all the rules established by Conar [Conselho Nacional de Autorregulamentação Publicitária]”.

“Mynd has more than 15 thousand registered suppliers, including Deu Buzz and Kamilla Conegundes, without an exclusive contract. Mynd is unaware of the facts mentioned and has initiated an investigation into the conduct of the service providers mentioned”, says the text.

Some of the surveys carried out by representatives linked to Mynd were for profiles managed by another agency in the sector, Banca Digital.

The company claims to have a team to monitor the profiles it manages and that it is preparing an electoral booklet “to establish minimum criteria for the actions of influencers during the electoral period, with a focus on editorial responsibility and information integrity”.
