CPI to investigate João Campos for bid fraud is filed with the Chamber

The Recife City Council reached the 13 signatures necessary to file the Parliamentary Inquiry Commission (CPI) that will deal with possible fraud in the public competition for the position of city attorney. The registered commission intends to investigate the case of a candidate allegedly favored by Mayor João Campos (PSB), in addition to investigating signs of possible “influence trafficking and transverse nepotism”.

The “CPI do Fura-Fila” was headed by councilor Thiago Medina (PL) and will be composed of seven councilors, with an initial term of up to 120 days, extendable for another 60 days.

The CPI will investigate the appointment of Lucas Vieira Silva, son of a prosecutor at the State Court of Auditors, to the position of municipal prosecutor, with a salary of around R$30,000. As revealed by the Estadãothe candidate came in 63rd place in the competition, but later presented a medical report with a diagnosis of Autism Spectrum Disorder (ASD) and asked to be included on the PCD list. The candidate’s nomination was published in an extra edition of the Official Gazette of the Municipality.

Another candidate who had qualified for the only PCD vacancy and was awaiting appointment, but lost his place, filed an appeal.

After the negative repercussion of the case, the city of Recife decided to cancel Lucas’ appointment. The decision was published in an extra edition of the Official Gazette on December 31st, in an ordinance signed by Mayor João Campos.

In addition to being the son of the public prosecutor at the State Court of Auditors (TCE-PE) Maria Nilda Silva, the candidate who had been appointed municipal prosecutor is the son of judge Rildo Vieira da Silva, second head of the Regional Court for Crimes Against Public Administration, Tax Order, Money Laundering and Offenses of Criminal Organizations of the Court of Justice of the State of Pernambuco (TJPE) in the capital.

Just like the TCE prosecutor, whose responsibilities include analyzing acts carried out by public managers, the Court in which Judge Rildo is assigned investigates crimes against public administration and investigates complaints against mayors, including the one in the capital.

The “CPI of the queue jumper”

According to the registered text, the CPI will investigate, among other points, the reclassification of the candidate to the PCD list two years after the approval of the competition; the possible responsibility of the mayor, the Municipal Attorney General and other public agents in the case; signs of influence peddling and nepotism and the nomination of the candidate.

Of the 13 councilors who signed the request to open the CPI, there is the name of a councilor from PSB, João Campos’ party, as well as one from PSOL and one from PT, parties traditionally allied with the mayor.

The signatories were Thiago Medina (PL), Paulo Muniz (PL), Fred Ferreira (PL), Gilson Machado Filho (PL), Eduardo Moura (Novo), Felipe Alecrim (Novo), Alef Collins (PP), Alcides Teixeira Neto (Avante), Davi Muniz (PSD), Rubem (PSB), Flávia de Nadegi (PV), Jô Cavalcanti (PSOL) and Osmar Ricardo (PT).
