Osni Novack (MDB) made a statement at the Major Vieira City Council; city hall said it does not tolerate violence against animals
Councilor Osni Novack (MDB) defended the death of dogs running loose on the streets of Major Vieira, a city in the interior of Santa Catarina, during a session at the City Council on Monday (16.mar.2026). The State Civil Police is investigating the case after the negative repercussion of the statement.
At the session, councilors discussed the presence of dogs running loose on the streets and the possible risks of attacks on residents. In this context, Novack made the statement defending the extermination of animals.
“Today, killing a dog is worse than a person. A nun was ‘killed’, right? No one commented. Today, if you kill a dog you’ll end up in jail. For me, let’s put it this way, I had to kill these dogs there (…) These dogs that are here in the village, if it weren’t for these people defending them, I would have to do a little job”said the councilor.
The statement went viral on social media in a negative way. In a note on Tuesday (17th March), the Major Vieira City Hall said it did not agree with “any type of violence or mistreatment against animals”.

The federal government announced on Friday (13th March) a fine that establishes a fine of R$1,500 to R$50,000 for anyone who commits the crime of mistreating animals. The decree was announced after the Cão Orelha case, which also occurred in Santa Catarina, in the capital, Florianópolis.
