Ibama technicians again deny license for thermoelectric plant owned by Suarez and Kassab’s nephew – 03/23/2026 – Brasília Hoje

Technicians from the (Brazilian Institute of and Renewable Natural Resources) blocked the preliminary license for installation of the indirect businessmen Carlos Suárez, the biggest name in the country’s natural gas sector, and Pedro Grunauer Kassab, nephew of , president of .

After having its request denied by the president of the institute in October 2025, Termo Norte filed an appeal to have the decision reconsidered.

A Sheet had access to the decision of Ibama’s technical staff, last Thursday (19), which reiterates the denial of the license. The position needs to be endorsed by the presidency, but according to people who follow the topic, it already has merit.

The company argued that the technical problems highlighted by the institute were still solvable during the licensing process, and that public hearings were still pending for the decision to be taken.

The body’s technical staff, however, understood that “the request for reconsideration does not deserve acceptance” and decided to maintain the rejection of the Preliminary License, and for not accepting the requests presented by the company.

A Sheet tried to contact Termo Norte on Monday afternoon (23), via the email indicated on the company’s website, but had no response until the publication of this text.

At the time of the first denial, the company stated that it would continue trying to install the gas thermoelectric plant.

“The company reaffirms its commitment to transparency, institutional dialogue and compliance with Brazilian environmental legislation”, he said at the time.

As Folha showed, the Thermoelectric Plant’s partners are Termo Norte, a CS Energia company (owned by Carlos Suarez, a major natural gas businessman), and Diamante, which in turn has Grunauer Kassab as a shareholder.
