Procon-RJ fines R$9,520 for barring customers from the USA and Israel

On Saturday (April 4, 2026), the Municipal Secretariat for Consumer Protection and Defense fined , in Lapa, central region of Rio. Procon Carioca imposed a fine of R$9,520 on the establishment for discriminatory practices against consumers.

At the entrance to the bar there was a sign in English that said that “US and Israeli citizens are not welcome”. Based on this finding, the inspectors proceeded with the assessment of the location.

The agency classified the conduct as abusive practice. The Consumer Protection Code prohibits any form of refusal of service without legitimate justification. The Code also prohibits practices in which the consumer is placed in a situation of embarrassment or discrimination.

The Municipal Secretariat for Consumer Protection and Defense said that consumer relations must be guided by good faith, transparency and respect for dignity. According to the agency, it is “any type of distinction based on origin, nationality or similar criteria is unacceptable”.

The Israeli Federation of the State of Rio de Janeiro a statement on Saturday (April 4) and stated that it is acting firmly on the case in direct coordination with the competent authorities, in addition to reaffirming its non-negotiable commitment to combating any form of discrimination.


(PSD), a Rio councilor, asked the Municipal Department of Public Order to revoke the bar’s license.
