The 2026 Public Policy Notebook of the liberal group Livres defends the legalization of gambling in Brazil to increase revenue.
The text argues that the current prohibition keeps the activity underground, without consumer protection or control over financial flow. Therefore, in the group’s view, regulation would also help to combat organized crime and facilitate inspection.
Livres’ public policy coordinator, Rafael Moredo, states that “the ban on casinos did not eliminate gambling in Brazil, it only pushed the activity underground and opened more space for organized crime.”
The group cites research carried out by the CNC (National Confederation of Commerce), according to which the release of physical casinos could generate annual revenue of R$37.3 billion, with the creation of around 1 million jobs.
Last Tuesday (28), the CNC, that bets worsened the debt of Brazilian families and drained R$ 143 billion, or around 2.5%, of revenue in the last two years.
A bill that has been in progress throughout the country for over 30 years. The PL (Constitution and Justice Commission) in 2024, but has since been stopped in the plenary due to lack of support.
