The federal government launched this Monday (4) the new Unroll Brazilthe debt renegotiation program. The initiative will last 90 days. The phase difference is the possibility of using the Service Time Guarantee Fund (FGTS) for debt reduction.

Formalized with the signing of a Provisional Measure (MP) by President Luiz Inácio Lula da Silva (PT), the program aims to promoting the financial reorganization of millions of Brazilians and expanding access to credit under more favorable conditions.

The target audience for the new phase of Desenrola are individuals with an income of up to five minimum wages, students, family farmers, retirees and pensioners, micro and small companies.

The federal government estimates that financial institutions will grant discounts of up to 90% to defaulters.

Develop Families

Aimed at renegotiating debts of individuals. People with an income of up to five minimum wages (R$8,105) are eligible to participate. Debts contracted until January 31, 2026, with a delay of between 90 days and two years, can be renegotiated, in the form of credit cards, special checks and non-consigned personal loans.

Renegotiation conditions:

  • Discounts between 30% and 90%, with interest of up to 1.99% per month and payment term of up to 48 months;
  • Payment starts within 30 days;
  • Minimum installments of R$50;
  • Limit of up to R$15 thousand per person, per financial institution;
  • Possibility of using 20% ​​of the FGTS balance or up to R$1,000, whichever is greater, after renegotiation.

Counterparts:

  • CPF blocking for 12 months for online betting;
  • Banks must invest 1% of the program’s guarantees in financial education;
  • Continuity of the prohibition on sending resources for betting through credit.

Main changes to payroll loans:

  • End of the mandatory 10% reserve for payroll and benefit cards;
  • Total margin drops from 45% to 40%;
  • Limit of up to 5% for payroll cards;
  • The maximum term will be 108 months in the case of INSS beneficiaries; and up to 120 months for federal employees;
  • Grace period of up to 3 months;
  • Gradual reduction of margins from 2027.

Unroll Fies

Renegotiation of student debts, with conditions depending on the delay and the student’s profile. The expectation is that more than 1 million students will benefit.

Renegotiation conditions:

  • Debts between 90 and 360 days will have a 100% discount on interest and fines;
  • Payment in cash includes an additional discount of 12% of the principal;
  • Possibility of paying in up to 150 installments;
  • Debts over 360 days: discount of up to 77% for students outside CadÚnico; discounts of up to 99% for CadÚnico students.

Develop Companies

Aimed at micro and small businesses, with a focus on replacing expensive debts with credit with better conditions. The expectation is to reach more than 2 million companies, with improvements to the ProCred and Pronampe lines.

Renegotiation conditions:

  • Micro-enterprises (up to R$360,000/year) will have the grace period extended from 12 to 24 months. The total term increased from 72 to 96 months; and tolerance for default increased from 14 to 90 days;
  • Credit of up to 50% of revenue, reaching 60% for companies led by women;
  • Companies with revenues of up to R$4.8 million/year will have a grace period of up to 24 months; term of up to 96 months; and credit limit increases from R$250 thousand to R$500 thousand.

Develops Rural

Relaunched to serve family farmers, aiming to settle old debts; the extension of the deadline for renegotiation until December 20, 2026; and facilitating access to rural credit and resumption of productive capacity. The program is expected to serve around 1.3 million family farmers.
