The decision of Minister André Mendonça, of the STF, obtained by Young Panreveals that in November 2023 Daniel Vorcaro ordered the removal of envelopes from the residence of senator Ciro Nogueira (PP-PI) containing drafts of two bills of interest. The documents were taken to an office indicated by the banker himself for review and then delivered, already processed, to a server in the parliamentarian’s office.
The detail that draws attention in the decision is the express guidance given by Vorcaro to erase any trace of the operation: he instructed that “the driver cannot link the transport of the document to the parliamentarian” and that “the envelope used does not make reference to Banco Master.”
The projects are identified in the decision: the PL 5.174/2023, on the Energy Transition Acceleration Program, and the PL 412/2022on the Brazilian Greenhouse Gas Emissions Trading System. Minister André Mendonça uses the episode to demonstrate that the relationship between the senator and the banker went beyond any ordinary link between politicians and businessmen and that there was, on Vorcaro’s part, a deliberate awareness of hiding the nature of what was being done.
