Silveira charges Aneel for monitoring energy distributors

Minister states that new concession contracts contain sufficient tools to hold distributors accountable

The Minister of Mines and Energy, this Friday (May 8, 2026) charged the (National Electric Energy Agency) with the supervision of energy distribution companies. He stated that from now on, with concession contracts established in new ways, the agency will have more capacity to hold distributors responsible for providing inadequate services.

The Brazilian people complain a lot, and rightly so, about the energy distribution service, which needs to improve quality”he said. The declaration took place at a ceremony to announce R$130 billion in investments to modernize electricity distribution by 2030. The event, called “Sente a Energia”, also saw the signing of concession renewal contracts for 14 energy and distributors.

The renewed contracts now follow parameters established by Presidential Decree No. 2024. The text establishes 17 guidelines to modernize electrical distribution concessions, with stricter quality requirements in the supply and supervision of services.

Among the changes are:

  • goals for restoring service after extreme weather events;
  • consumer satisfaction indicators;
  • obligation to continuously improve the quality of supply;
  • and the possibility of opening processes that could lead to the expiration of concessions in the event of recurring non-compliance with obligations.

Distributors will also have to prove their financial and operational capacity annually.

“Aneel, you now have the tools to hold anyone who disrespects the Brazilian consumer accountable,” stated the minister.

Silveira also called the old concession agreements “obsolete”, referring to the government’s inability to act in the face of non-compliance with contractual requirements.
