A commissioned employee from the City of São Paulo worked during business hours for the pre-campaign of First Lady Regina Nunes (MDB), .
Breno de Souza Santos, appointed in July 2025 as an advisor at the Municipal Human Rights Secretariat, works as a “videomaker” for the woman, recording videos for publication on social media. Until this week, he received R$5,637 a month from the municipal administration, for a 40-hour work week.

The report sought out the city hall’s communications department to comment on the case on Tuesday (12). On Wednesday (13), Breno’s dismissal was published in the municipality’s Official Gazette.
In a note, the city hall stated that the server “carried out the activities within his role, working on external and internal video editing work, publications on social networks and other activities in the department’s communications sector.”
The city hall denied that the employee provided services to the first lady while he was working at the secretariat. The municipal management sent a document from an internal process that indicates that Breno requested his dismissal on the 7th — the dismissal, however, would only take effect from Monday (11), according to the letter.
Records obtained by the report on the server’s and Regina’s social networks show that he worked for the pre-campaign every day of last week, when he was still listed as an employee of the secretariat, according to documents sent by the city hall itself.
There are also at least three videos on the first lady’s and allies’ networks in which Breno appears working in her surroundings in recent months.
In a recording published by a city hall employee on April 4, the server appears filming Regina during an Easter egg distribution event. In a live broadcast by the same employee four weeks ago, Breno is also around the first lady, recording her steps. He also accompanied Regina to a celebration with the Gaviões da Fiel fans, on February 10th.
On the 4th, Breno participated in a meeting with members of the first lady’s team. The next day, he recorded content with Regina at an animal shelter in Itapecerica da Serra, in the metropolitan region of São Paulo. The defense of animals has been the motto of Nunes’ wife’s pre-campaign, one of the main bets for the state Legislature.
On the 6th, the server produced content for the first lady at the launch of a collection at Casa Hebe. The following day, he participated in a recording with Regina in Itaquera, visiting the works of the municipal housing program Pode Entrar.
Finally, on the 8th, Breno accompanied Regina to , at an event celebrating 12 years of the Guardiã Maria da Penha program.
This Wednesday, the Sheet asked the city hall again about the existence of records that show Breno’s performance for Regina’s pre-campaign last week.

Lawyer Ana Fuliaro, PhD from USP and specialist in electoral law, says that this is a case of conduct explicitly prohibited by electoral law. The employment of civil servants in campaigns is prohibited by the Elections Law, in the list of “conducts prohibited to public agents in electoral campaigns”.
According to Fuliaro, depending on the evidence, the civil servant himself, the pre-candidate, who benefited from the work, and the head of the secretariat could be held responsible for the conduct.
In case of proof and conviction, the penalty would be the revocation of the candidacy or mandate registration — if the trial takes place after the election. The Electoral Court could also determine a fine and the return of the amounts received by the server.
Misuse of duties may also lead to proceedings at the administrative level, starting with the initiation of an investigation, to assess any act of impropriety.
Last week, according to the secretariat, Breno assisted the deputy secretary of Human Rights at events such as the Indigenous Games exhibition, at the Mário de Andrade Library, the Feira das Nações and the press conference, at the Municipal Theater.
According to the city hall website, the press conference began at 10am on Friday (8), simultaneously with the event at the City Hall where Regina and Breno were present, according to records obtained by Sheet.
Two people who have or have had a relationship with the Nunes management or its employees told the report, with reservation, that Breno’s role as Regina’s “videomaker” is widely known and that he started working for the first lady in the second half of 2025.
There is also a photo of the two together in the one organized by the city hall on Avenida Paulista.
The report tried to send a message to Breno on Instagram, but he made the account private after the city hall was questioned by the Sheet about the episode.
