Datafolha: 70% believe that the relationship between Congress and Lula is confrontational

The relationship between President Luiz Inácio Lula da Silva (PT) and the National Congress is assessed by 70% of the population as more of a confrontation than a collaboration, according to a Datafolha survey released on Sunday (17).

Among those interviewed, 20% believe that there is more cooperation than conflict, 2% say they do not see one or the other and 8% do not know.

According to the newspaper Folha de S.Paulo, most of the interviews were carried out before the publication of conversations in which senator Flávio Bolsonaro (PL-RJ) asked Daniel Vorcaro, then owner of Banco Master, for money for a biopic about former president Jair Bolsonaro (PL).

The research reflects the clashes between the Powers that occurred during President Lula’s third term. The most significant of these occurred in April, when the Senate imposed a historic rejection of Jorge Messias, nominated by Palácio do Planalto for the STF (Supreme Federal Court).

In the same month, deputies and senators overturned the government’s veto on the dosimetry bill, which had been vetoed by Lula in its entirety.

Another important defeat occurred in 2025, when Congress prevented changes to the IOF (Financial Operations Tax) rates, proposed by the government through a presidential decree. Parliament also blocked a provisional measure that increased the tax.

Methodology

The Datafolha survey interviewed 2,004 votersbetween the days May 12th and 13ththrough a face-to-face interview. The margin of error for the survey is 2 percentage points, more or lesswith a confidence interval of 95%. The research was carried out with resources from the institute itself and is registered with the TSE (Superior Electoral Court) under the protocol BR-00290/2026.
