The package of benefits for political parties approved in the Chamber of Deputies on Tuesday (19) is likely to face obstacles in its processing in the Senate. THE Sheet interlocutors of the president of , (União-AP), say that there is no commitment to put the proposal to a vote in the House.
Senators interviewed by the report report that they are unaware of the content of the project approved by the Chamber. They say they were taken by surprise by the initiative and are still going to study it, but they say they are unwilling to deal with the proposal, especially in the middle of an election year. The text provides that the benefits would be applied immediately.
Under reservation, senators state that the project was not a topic in the group of leaders and is not expected to be on the voting agenda. Alcolumbre said to interlocutors that there was no agreement with the leadership of the Chamber and will deal with the project like any other text that reaches the Senate after approval by deputies.
This means that the project will be discussed with Senate leaders, with no commitment from Alcolumbre for the issue to move forward. As the climate in the House is negative for the text, the tendency is for it to stay in the drawer.
If the proposal is proposed, however, senators assume that there is a high chance of approval because several of them head their parties in the states.
The project in question renegotiates party debts for up to 15 years, creates a ceiling for fines in the event of disapproval of party accounts in the Electoral Court and opens a loophole for the mass shooting of messages, including the use of robots. The proposal was called “mini-electoral reform”.
The proposal was included by surprise on the agenda of the Chamber plenary on Tuesday night. The approved text allows party foundations to function as colleges, prohibits the seizure and freezing of assets from party electoral funds (even in cases of criminal conviction) and prevents the suspension of resources from the party fund during the election semester.
The text was approved in a symbolic vote, that is, without deputies having to register a nominal vote. This prevents the names of those who voted in favor of the project from being exposed.
The session took place in a hybrid format, with online participation and low presence in the plenary — not even the president (-PB) was at the table.
Senators argue that, even if there was political will to implement it, they would not have the same “privilege” as deputies to vote on the project without fanfare. They believe that the Chamber has already drawn attention to the matter.
This is not the first time that the Chamber has been “alone” with the erosion of a proposal that was poorly received in society. In 2025, but the senators unanimously approved the text.
