PF and CGU launch new phase of operation against pension fraud

New stage of Operation Without Discount deepens investigations into crimes against public administration; action complies with 31 search and seizure warrants and eight precautionary measures

A Federal Police (PF) and the Comptroller General of the Union (CGU) launched, this Wednesday (27), a new phase of No Discount Operationwhich investigates a national scheme of unauthorized associative discounts on retirement and pensions.

In total, they are being fulfilled 31 search and seizure warrantsin addition to eight precautionary measures electronic monitoring and other restrictive actions determined by the Federal Supreme Court (STF). The measures take place in the states of Pernambuco, São Paulo and Paraíba, in addition to the Federal District.

According to the investigative bodies, the new stage of the operation aims to deepen the investigations on possible crimes committed against public administration. Among the crimes investigated are criminal organization, social security fraud, concealment of assets and property dilapidation.

The action investigates the realization of discounts undue payments on benefits for retirees and pensionerscarried out without authorization from the beneficiaries.

No Discount Operation

In April 2025, the PF and CGU launched the Operation Without Discount. The investigations showed signs of irregularities involving discounts on association fees made directly into social security benefits, especially retirements and pensions paid by the National Social Security Institute (INSS).

According to investigations, the suspicious entities had made undue discounts that amounted to approximately R$6.3 billion between 2019 and 2024. At the time, at least six public servants were removed from their positions.

The operation mobilized around 700 federal police officers and 80 CGU employeesresponsible for executing more than 200 search and seizure warrants, orders to block assets exceeding R$1 billion and six temporary arrest warrants in different states of the country and in the Federal District.
