The government of São Paulo established the Programa SUS Paulista Municipal program, a new stage of the Mesa SUS Paulista aimed at strengthening the financing of municipal hospitals in the State. The measure allocates around R$760 million in annual transfers and should benefit 100 municipal hospitals in 77 cities in São Paulo.
“The SUS Paulista Municipal Table will give more predictability to the mayors, help to carry out more procedures, more surgeries and we will help the hospitals in the municipalities. In other words, those municipalities that have a municipal hospital and that will now count on more resources from the State, with more predictability, with more funding, and that means more procedures”said the governor of São Paulo, (Republicans).
The announcement of the expansion had been made by the governor during the 3D Caravan – Development, Dignity and Dialogue, in Greater ABC. With the decree ( – PDF – 787 kB), the program advances to the phase of adhesion by municipalities and operational regulation by the State Department of Health.
The initiative aims to complement the funding of medium and high complexity hospital care and renal replacement therapy services provided directly by municipalities to users of the Unified Health System.
“SUS Paulista Municipal represents yet another step forward in strengthening the public health network. The measure expands support to municipalities and contributes to ensuring greater access, structure and care for the population”said the Secretary of State for Health, Eleuses Vieira de Paiva.
Next steps
Upon publication of the decree, the State Department of Health will regulate the program’s operational criteria, including the complementary cost table and the mechanisms for controlling and monitoring resources.
Interested municipalities must formalize adherence to the program through a specific agreement signed between the city halls and the State Department of Health. The agreement will be valid for 12 months, with the possibility of renewal according to criteria established by the body.
To participate, municipalities must have a current Municipal Health Fund, Municipal Health Council and Municipal Health Plan, in addition to maintaining regularity in sending hospital information to the official SUS systems.
It will also be necessary to indicate municipal hospital units listed in the National Registry of Health Establishments and make beds and places available in the state regulatory system, strengthening regional integration of assistance.
Created to reduce the historical gap in the national SUS table, the SUS Paulista Table has already promoted readjustments in procedures carried out by philanthropic hospitals and now expands its reach to municipal hospitals, strengthening regional service throughout the State.
