The government program for a possible fourth presidential term of Luiz Inácio da Silva () will be guided by the defense of sovereignty and democracy and the reduction of social inequalities.
“We have four and a half terms governing Brazil. We will start from what we have already accomplished, but it is clear that we will have new things for the next challenges”, says the program coordinator, José Sergio Gabrielli, former president of Petrobras.
He counts Lula’s three terms, one complete and one interrupted by impeachment.
In more specific terms, the document should defend that the fiscal framework is not an obstacle to economic growth and will rescue flags that could not be implemented under the current government, such as the creation of the Ministry of Public Security, zero fares for urban transport and the regulation of work via apps.
One point that is still open is the implementation of a National Climate Authority, a promise from the 2022 campaign that was not implemented, due to resistance including within the government itself.
On May 29th, the PT will receive suggestions for the government program, which will remain open until June 30th. As of this Monday (8), 224 proposals had already been presented, most of them in areas such as health, education and reducing inequality.
Surprisingly, there have been few contributions so far on the economy and public security, two crucial themes in the election. The document must be finalized by August.
According to Gabrielli, the list of challenges for Lula’s eventual fourth term is long.
“There is the whole issue of Artificial Intelligence, new energy and fuel technologies. There is a process of aging of the population that is real, with new needs in the areas of health and education and impacts on the economy. Externally, we are witnessing the decline of multilateralism and the overt presence of the USA changing the political framework”, he states.
In this context, Gabrielli sees it broadly.
“We are under threat from the main Western power. We are dependent on the import of fertilizers, we need to discuss energy, technological and digital sovereignty”, says the coordinator.
In the economic chapter, the plan should defend a new model of growth and combating inflation, with more space for investment.
“It is not possible to resume growth with current interest rates, nor to agree that the only way to combat inflation is to increase unemployment. The framework cannot be used as an argument to prevent growth and investment”, says Gabrielli.
Another popular proposal in the PT base that has a great fiscal impact, to be achieved jointly with the municipalities, responsible for defining tariffs.
“We want better cities, which involves a mobility program and discussion about zero tariffs. What we propose is the creation of a national mobility system, which would be an instrument for the federal government to stimulate policies at the municipal level”, he declares.
Regarding security, promised four years ago, it should be resumed.
“Crime has changed, the expansion of militias, and new infiltrations into the financial system force the federal government to take more direct action on this issue”, says Gabrielli.
This Tuesday (9), the PT will hold a two-day seminar on another point that should be included in the government program,
