Cofig approved a proposal this Wednesday (June 17) to cover financing of up to 30% of the value of the manufacturer’s aircraft
The federal government moved forward in creating a Union guarantee for financing advance payments on the purchase of aircraft from the . The proposal was forwarded by Cofig (Export Financing and Guarantee Committee) this Wednesday (June 17, 2026) and will be analyzed by the (Executive Management Committee) next week.
The proposal seeks to facilitate access to credit for so-called PDPs (Pre-Delivery Payments), installments paid by buyers before the aircraft is delivered to ensure its position in the manufacturer’s production queue. These disbursements usually represent around 30% of the total value of the plane.
Today, many customers face difficulties in obtaining financing for these advance payments because the aircraft has not yet been delivered and, therefore, does not generate revenue that can serve as a guarantee for the operation. The new mechanism determines that the Union assumes part of the risk of loans, reducing the exposure of financial institutions and expanding the supply of credit
O (Export Credit Insurance) already covers the financing of the aircraft after delivery, but does not cover payments made during the production phase. The proposal aims to fill this gap.
The model also requires buyers to present counter-guarantees, which will vary according to each company’s risk classification. For example, receivables and rights linked to the customer’s position in the Embraer production queue may be used.
The operation will involve the manufacturer, aircraft buyers and financial institutions responsible for loans. THE (Brazilian Guarantee and Guarantee Fund Management Agency) will be in charge of operationalizing the mechanism, under the supervision of (Chamber of Foreign Commerce).
