At least 30 since April by the interim governor of Rio de Janeiro, have been appointed to positions in the Alerj (Legislative Assembly of Rio de Janeiro).
The appointments occurred both in the administrative structure of the House and in the offices of 13 state deputies who were part of the base of the previous government of (), for the most part.
The survey of 30 relocated people, carried out by Sheet crossing official Executive and Legislative diaries, it does not take into account the members of fixed teams of former secretaries who had parliamentary mandates and returned to Alerj.
Part of the appointments took place the day after the publication of the dismissals.
Since March, state deputies Bruno Dauaire (União Brasil), Gustavo Tutuca (PP), Anderson Moraes (PL) and Douglas Ruas (PL) have resumed their mandates. The last one is the current president of Alerj. All relocated employees in the Legislature.
The offices of Dionísio Lins (PP), Vitor Junior (PDT), Carlos Augusto (PL), Renan Jordy (PL), Giselle Monteiro (PL), Filipe Soares (PSDB), Pedro Brazão (PSDB), Rodrigo Amorim (PL) and Sarah Poncio (Solidariedade) also appointed former government commissioners.
All deputy advisors contacted by the report stated, by message or call, that the appointments in the offices meet technical criteria and that the employees have experience in the area of administration. Some sent CVs or information about professional training.
After analyzing the relationship with the names, Alerj’s advisors also responded by email that “the appointments follow technical criteria, compatible with the occupations of the servers”.
Of the 30 appointments, 13 involve positions in Alerj’s administrative core. Six people were appointed to special plenary assistance, two to presidential assistance, two others to the personal legislation department, and others to the positions “legislative affairs”, “planning and budget consultancy” and “undersecretary of the legislative school”.
The salary of these nominees in the Legislature varies between R$1,500 and R$8,800, according to the Alerj table for May.
The government says it has dismissed 3,920 commissioned employees since April 23, the date on which the STF (Supreme Federal Court) determined that Couto, president of the Court of Justice of Rio, should remain in charge of the Guanabara Palace. The report asked the Couto government for comments on the dismissals. In a note, he stated that he estimates savings of R$230 million with the layoffs by December and that “new layoffs will be carried out as internal audit work is carried out by the Civil House and the Government State Secretariat.”
The government declined to comment on Alerj’s appointments. He also did not answer what motivated the dismissals carried out so far.
Last week, at an event promoted by the Lide group, Couto stated that there was one for deputies and mentioned demands from parliamentarians for secretaries.
Until February, Rio de Janeiro had 15,161 active civil servants with commissioned positions. Together, they totaled R$75.9 million in one month.

Douglas Ruas had two requests denied by the Supreme Court to take up the post since his choice as head of Alerj.
The dispute for the governor’s seat took place after a double vacancy. Former governor, Castro resigned in March, in a maneuver before the (Superior Electoral Court) declared him ineligible. Thiago Pampolha, former vice-governor, had already resigned in 2025 for a vacancy at the TCE (State Audit Court).

The Supreme Court decided to keep Couto until the conclusion of the process in which it analyzes how the buffer governor will be decided. The court discusses whether there will be a direct election, by popular vote, or an indirect one, by state deputies.
The case has been at a standstill since Minister Flávio Dino requested a review.
Last week, Couto presented an argument that would justify his remaining in office until the election of the buffer governor, who will complete his term in December. Although this analysis was attributed to the Supreme Court, it was never done openly by the ministers, either in plenary or in votes.
