Secondary education guidelines create impasse between MEC and governors

Resolution with new guidelines was approved on Thursday (Nov 7) by the CNE (National Education Council); text awaits sanction

The new secondary education guidelines, approved on Thursday (November 7, 2024) by the (National Education Council), were decided amidst impasses between the (Ministry of Education) and state governors. At the moment, the text awaits sanction from the Minister of Education, Camilo Santana.

As found out by the Poder360the MEC decided to maintain the teaching of the 12 traditional subjects as mandatory (Portuguese Language, Mathematics, Biology, Physics, Chemistry, Arts, Physical Education, English Language, Philosophy, Geography, History and Sociology) that form the Common Curricular Base (Mathematics, Languages, Human and Natural Sciences).

However, some governors resisted the change, as previously the decision to include all or part of the traditional ones was at the discretion of the States. State managers declared that the change would cause loss of autonomy and difficulties in changing the current education system. One of the most inflexible was the State of São Paulo.

Another point that needed to be negotiated between the parties was the offer of training itineraries (elective subjects). While the MEC wanted to expand the mandatory subjects to the 600 itinerary hours, the States asked for flexibility in the offer.

Thus, it was decided that the time slot will be filled with subjects that use the fields of study of traditional subjects, but that are chosen by the Education Departments. Each educational network must offer at least 2 itineraries in different areas, defined by its own criteria.

WHAT CHANGES IN HIGH SCHOOL?

The new education system was established in 2017, under the government of the then president (MDB), with the proposal to offer a more flexible teaching schedule. However, the model was criticized by education experts and the students themselves.

In July this year, the Chamber of Deputies voted to reform the new secondary education. The text replaces that of the rapporteur, deputy (União-PE), with the Project of of the Executive Branch. Here are the main changes:

  • Increase in workload from 1,800 to 2,400 hours (including 3 years of high school) for traditional education;
  • Course load of 2,100 hours divided into basic education and technical education itinerary. In addition to this, another 900 hours will be dedicated to vocational education;
  • An addition of 600 hours of training itineraries, chosen by the students. Subjects must include at least one of the areas of the Common Curricular Base;
  • Offer of at least one public school per State with evening education; and
  • MEC support for State education systems for teacher training programs and projects.
