SP police action focusing on open scenes of use resulted in more than 1,000 fugitives being detained from January to August
The number of arrests of wanted suspects carried out by the São Paulo police in the central region of the capital increased by 84% in 2 years. From January to August 2022, there were 591 in the areas covered by the 3rd DP and the 77th DP of the Civil Police. In the same period this year, there were 1,086. Compared to the same period last year, the increase was 31%.
The security actions are part of the set of measures adopted in the Cracolândia region, within the scope of the state program on Drug Policies and Transformation of Open Scenes of Use, established in the Multi-Year Plan (PPA) 2024-2027.
In addition to safety, the multisectoral program also involves health and social development actions, with an emphasis on welcoming individuals with chemical dependency.
To capture wanted people, the Civil and Military police carry out operations such as Rescue. In conjunction with the Metropolitan Civil Guard, the operation is focused on identifying drug addicts and offenders who frequent the region, for the appropriate adoption of legal measures and referrals to health and social assistance services.
The most recent phase, carried out in August, resulted in the arrest of 4 suspects, 2 of whom were wanted by the courts and another 2 in the act for drug trafficking. Furthermore, at least 100 offenders were identified as failing to comply with legal measures. In this operation alone, 66 civil police officers and 165 military police officers were involved, as well as 20 horses and 2 dogs. The city hall acted together by employing 41 metropolitan civil guards.
In April, in another stage of Operation Rescue, police captured ten people wanted by the justice system who frequented open scenes of use. They were taken to the police station and remained at the disposal of the Judiciary. In the previous month, Operation Rescue captured 12 fugitives frequenting the flow.
Monitoring and use of technology
Since April last year, the region of open scenes of use has been monitored by the Public Security Secretariat, which began to present a weekly diagnosis of crime in the area.
Among the measures implemented are investment in technology, intelligence system and reinforcement of personnel with over 400 military police officers in the central region. There are also more than 1,300 vacancies available for PMs through the Delegated Activity.
The use of technology to combat crime is one of the pillars of SSP-SP’s activities. The objective is to bring together tools to restrict criminal mobility and increase the probability of arresting criminals, through the integration of monitoring camera systems and the use of facial recognition for police actions in crowded places.
“The use of technology has been fundamental in combating crime in the state of São Paulo, bringing significant advances to public security”said vice-governor Felício Ramuth, coordinator of the São Paulo government’s actions in the central region.
With technology, it is possible to cross-reference different databases to identify wanted persons or people who are not complying with measures imposed by the Judiciary, as well as locating missing persons. It should be noted that the program meets the requirements of current legislation, such as the General Data Protection Law (LGPD).
For the vice-governor, the implementation of innovative solutions enables more effective actions, ranging from crime prevention to the investigation and repression of criminal organizations, especially in the center of the capital. “Technology is an essential ally to dismantle criminal networks and increase citizen security.”
Police trained to offer help
In March, São Paulo security teams working at the center received training to improve their approach to socially vulnerable people who attend the flow.
The course provided guidance on human rights, state drug policy, health and social assistance actions, illegal trafficking and results-oriented policing.
The agents also received more detailed information about the structure of the Crack Care and Other Drugs HUB, a São Paulo government service that offers a gateway to the treatment of chemical dependency. The objective is for police officers to be able to offer appropriate help to users and refer them to treatment, if requested.
