Initiatives announced by the governor develop the segment’s potential; 22,000 places on free courses are now available
The Government of SP announced this week an investment of R$2 billion in Creditur SP, a credit incentive program for tourism, and new actions aimed at employment and the nautical and railway sectors.
At an event at Palácio dos Bandeirantes, governor Tarcísio de Freitas presented the SP Tourism Academy, which provides 100 thousand places in free courses by 2026, and the Railway Tourism programs, for the expansion of circuits and integration of modes, and Nautical Tourism, with R$45 million for the promotion of coastal and river destinations.
2 digital guides were also launched: one with 99 diving spots and the other with leisure information on the edge of the Tietê-Paraná Waterway.
“Work in Tourism is making a difference. We have been celebrating the results in our economy and restructuring the state to take a leap forward. We are celebrating GDP growth of 3.3% until September this year and Tourism represents 10% of this GDP”said the governor. “We have to take advantage of our diversity and our geography to have opportunities such as rural, religious, nautical and railway tourism. This state will become increasingly known and visited. São Paulo has its doors open to Brazil”he declared.
The launch ceremony of the new programs was attended by the first lady, Cristiane Freitas, the Secretary of Tourism and Travel, Roberto de Lucena, the mayor of the city of São Paulo, Ricardo Nunes, the president of the Legislative Assembly of the State of São Paulo Paulo, André do Prado, and Vice Admiral Marco Antonio Ismael Trovão de Oliveira, commander of the 8th Naval District of the Brazilian Navy, as well as representatives of entities, civil organizations and entrepreneurs linked to the tourism production chain in São Paulo.
The sector is one of those that contributes most to the State’s economy, and should generate R$ 300 billion this year, in addition to creating 46,500 formal jobs, says CIET (Tourism Economy Intelligence Center), linked to the Secretariat of Tourism and Travel.
The governor also presented the Medal of Tourist Merit to Chieko Aoki, founder and president of the Blue Tree Hotels chain; to Jarbas Favoretto, president of the Association of Tourist Municipalities and Mário Carlos Beni, considered the 1st professor of Tourism in Brazil.

Creditur, a program to encourage credit in tourism, which in one year operated 50% of the initial R$4 billion allocated to agents in the sector in 2023, now receives another R$2 billion to encourage credit and investment. During this period, Creditur established itself as the largest tourist credit program in Brazil.
“The new resources boost the attraction of investments, signal confidence and growth, diversify the offer of attractions in tourist destinations and generate new jobs in all regions of the State”said the Secretary of Tourism and Travel, Roberto de Lucena.
New programs
Stimulating the potential of the sector in São Paulo now also includes new initiatives. To meet the growing demand for labor in the segment, the SP Tourism Academy was developed, a program that initially opens 22,000 places for free training and training courses in areas such as hospitality, events and management, in several cities in the state. The goal is to reach 100,000 vacancies in the next 2 years, becoming the largest qualification program in the sector.
Another 2 programs were also launched. Rail Tourism has a partnership with several departments and foresees the expansion of 23 circuits, in addition to integration with highways and other modes, with the potential to generate R$1.8 billion in the next decade.
The action is also connected to the “SP Nos Trilhos” program, which encompasses more than 40 railway transport projects, with investments of R$194 billion.
The Nautical Tourism program was announced with resources totaling R$50 million for the implementation of 60 nautical structures by 2033, 21 of which by 2026, increasing the economy of nautical tourism from R$6.3 billion to R$21 billion in the period .
The initiative includes projects to promote destinations on the coast and river regions of São Paulo, including credit for investments in port renovations and the creation of nautical tourist districts. The program also brings together two other innovative initiatives: the launch of two digital guides focused on tourists.
The Diving Itineraries guide maps 99 points of practice in coastal destinations and large reservoirs in the interior of São Paulo. The publication is aimed at both beginners and experienced divers and includes safety tips, information about local ecosystems, georeferenced maps and data on sea currents.
The Tietê-Paraná Hidrovia Fluvial Tourism guide brings together nautical leisure services in 42 municipalities in São Paulo on the banks of the waterway’s dams. The material was organized by Fórum Náutico Paulista, with support from Setur-SP and the State Secretariat for Economic Development.
