A makes a connection between the attacks on the electoral system spread by () since the first year of government, in 2019, and the coup plot described in the final investigation report released this Tuesday (26).
In the 884-page report in which it indicts 37 people, the PF draws a timeline to affirm that the former president about the acts of the criminal organization that attempted a coup d’état in the country.
During the government, the attack on the electoral system — the same one through which Bolsonaro had been elected throughout his political life — was perpetrated, according to evidence gathered by the investigation, through the use of the (Brazilian Intelligence Agency), the Ministry of Defense and a nucleus called the Cabinet of Hate, in the Palácio do Planalto.
Thus, according to the PF, this narrative would not be interpreted as something casuistic and, after an eventual defeat in the following elections, it would legitimize “the acts that followed” Lula’s (PT) victory.
In other facts listed by the police, it was Bolsonaro himself who took the lead, as in the demonstration on September 7, 2021, in which he stated that he would only leave the Presidency arrested or dead, or even at the 2022 ministerial meeting — the entirety of which was in the computer of his assistant who is now the whistleblower.
The episodes that point to a concrete coup plan gain even more volume in the report following Lula’s victory, on October 30, 2022. Messages and documents seized in the final stretch of the government indicate, according to the PF, that Bolsonaro discussed decrees of rupture with the military and asked for support before leaving the country.

Creation and dissemination of false information about ballot security
The Federal Police investigation states that the criminal organization “constructed and propagated the narrative of vulnerabilities and fraud in the electronic voting system” since the first year of the Bolsonaro government.
March 22, 2021:
Plan for Bolsonaro’s escape
The PF located a presentation with five slides on a computer seized from Mauro Cid “which provided for the use of the device called RAFE/LAFE” in favor of Bolsonaro in case of non-compliance with a court order from the STF. According to the Glossary of Terms and Expressions for Use in the Army, RAFE is the acronym for Escape and Evasion Assistance Network and LAFE, Escape and Evasion Assistance Line.
July 29, 2021:
Alongside the then Minister of Justice, Anderson Torres, Bolsonaro made a live broadcast to present alleged evidence of fraud in electronic voting machines. The former president, however, only addressed conspiracy theories, which have already been disproven and had been circulating on the internet for years.
September 7, 2021:
By participating in demonstrations in São Paulo, Bolsonaro encouraged disobedience to court decisions and said that he would only leave the presidency of the Republic dead. The PF says that the former president reiterated his modus operandi and “attacked the electronic voting system, saying that he ‘could not participate in a farce like this sponsored by the Superior Electoral Court'”.
July 5, 2022:
The PF also highlights the ministerial meeting on July 5, 2022, 13 days before Bolsonaro’s conversation with foreign ambassadors. The video, in full, . The meeting included attacks on the polls and the STF, as well as lies about Lula. General Augusto Heleno also suggested infiltrating Abin agents in the opposing campaigns.
November 2, 2022:
Messages exchanged by Mario Fernandes, then number two in the General Secretariat of the Presidency, indicate that the soldier was in direct contact with protesters who spent more than two months in front of the Army headquarters in Brasília. In conversation with Mauro Cid, he says that he has “tried to guide both the agricultural staff and the truck drivers who are there in front of the HQ”.
November 9, 2022:
Printing of the plan to kill Lula, Geraldo Alckmin and Alexandre de Moraes
The investigation indicates that minutes after the document called “Punhal Verde e Amarelo” was printed by Mario Fernandes at Palácio do Planalto, on November 9, 2022, the military.
November 18, 2022:
Former vice-candidate Walter Braga Netto (PL) greets supporters who were waiting for the then president in the playpen at Palácio da Alvorada and says: “Don’t lose faith, okay? That’s all I can say to you now.”
November 22, 2022:
Material seized from the company that provided services to Instituto Voto Legal (hired by PL) indicate that those investigated knew that the arguments that supported the request were inconsistent. The PF claims that Bolsonaro and the party president, Valdemar Costa Neto, insisted on the thesis, even with low chances of success, to legitimize the coup d’état.
End of November 2022 (November 26-29):
Letter to the Army Commander
Exchanges of messages and statements transcribed by the investigation indicate that Bolsonaro knew about it and gave approval at the end of November 2022. According to the report, it was “a strategy to incite the military and pressure the Army Command to adhere to the institutional rupture.”
December 6, 2022:
Adjustment to the Green and Yellow Dagger plan
Mario Fernandes prints the document again after “adjustment”, at the same time that Lieutenant Colonel Rafael de Oliveira and Bolsonaro were at the Palácio do Planalto. The following day, Oliveira began executing the coup plans with the purchase of a disposable cell phone, through which he participated in .
December 7, 2022:
Meeting at the official residence about the coup draft
The PF says that, “after having personally made adjustments to the draft presidential decree, Jair Bolsonaro summoned the commanders of the Military Forces at the Palácio da Alvorada to present the document and pressure the Armed Forces to adhere to the plan to abolish the democratic State.”
December 9, 2022:
Faced with the refusal of the Army commanders, Marco Antônio Freire Gomes, the Air Force, and Baptista Júnior, to execute the coup plan, Bolsonaro met with General Estevam Theóphilo, commander of the Land Operations Command, who agreed to carry out the actions, if the draft coup was signed. That afternoon, Bolsonaro broke his silence and spoke for the first time after his defeat to Lula. In an audio sent to Freire Gomes on the same day, Cid says that Bolsonaro “scrubbed the decree”.
December 10, 2022:
WhatsApp accounts linked to Mario Fernandes forward messages with one on December 10, 2022 (two days before Lula’s diploma) and force the call up of the Armed Forces. The investigation does not explain why the demonstration did not take place.
December 12, 2022:
Bolsonarists tried to invade the Federal Police headquarters in Brasília, set cars and buses on fire, spread gas cylinders throughout the city and surrounded the hotel where Lula was staying. That day, Lula was certified by the Electoral Court.
December 15, 2022:
A group of military personnel is preparing to put into action a plan to arrest or kill minister Alexandre de Moraes, according to the Punhal Verde e Amarelo plan. The operation was cancelled.

In the final stretch of the Bolsonaro government, the group increased pressure on the commanders of the Army, Freire Gomes, the Air Force, Baptista Júnior, and the generals who refused to join the coup attempt — including orchestrated attacks. Three days after Lula’s inauguration and four days before the coup attack on January 8, Lieutenant Colonel Sérgio Cavaliere, one of the 37 people indicted in the investigation, asks Mauro Cid: “Is there still something to happen?” Cid sent two responses, which were deleted. Faced with the content of the deleted messages, Cavaliere asks: “A good thing or a horrible thing?” and then says: “Good”. Cid, in response to the question, says: “It depends for whom. It’s good for Brazil.”
