Government launches group for gamblers’ mental health

The action aims to prevent harm and support people affected by compulsive gambling, with joint action between ministries

The federal government published this Monday (09.Dec.2024) an ordinance that creates the Interministerial Working Group on Mental Health, Prevention and Harm Reduction from Problematic Gambling.

The group is made up of representatives from the Ministries of Sports, Finance, Health and the Presidency’s Social Communication Secretariat. In the context of betting, the group aims to develop strategies to prevent and mitigate harm, in addition to offering support to individuals and communities affected by compulsive gambling practices.

Since the legalization of fixed odds betting in 2018, the lack of specific regulation has allowed the market to grow significantly. This exposed players to abusive practices and increased cases of addiction.

In response, the federal government decided to establish stricter standards for the sector’s operation. Among the actions already implemented, the Ministry of Finance’s ordinances that restrict payment methods stand out. These measures prohibit the use of credit cards and require bettors to identify themselves through CPF, facial recognition and age verification.

The working group has 60 days to discuss and propose coordinated actions. Meetings will take place every 15 days. Its responsibilities include actions, policies and prevention measures; harm reduction; and assistance to vulnerable people and social groups. In addition, the group will examine administrative actions and public policies, suggesting regulations or other measures to reduce harm.

Coordination with public or private bodies or entities to receive useful information or collaboration is also part of the group’s competencies. Initiatives of any nature, such as educational campaigns and raising awareness among bettors about the risks of betting, are among the responsibilities.
