The president of the (Superior Electoral Court), spoke this Monday (9) about and, mixing information and demonstrating ignorance about others, stated that she did not see a defect in the election, nor a failure on the part of the court.
As shown by Sheet, itself, the Public Ministry and promoted several arrests, operations and investigations throughout the country as a result of block transfers of electoral domicile from one city to another.
The suspicion is that candidates for mayor and councilor in small and medium-sized cities attracted voters from neighboring municipalities by promising money or benefits.
Eighty-two cities had their electorate increase from 20% to 46% with title transfer alone, with 52 of them registering more formal voters than the entire population counted by IBGE (Brazilian Institute of Geography and Statistics).
“Regarding the electorate, there was some publicity in the sense that there would have been defects because we have a larger electorate than residents of a municipality. Firstly, this news has already been given, for example, if you take an article that appeared in a newspaper in Bahia [sobre um caso específico] September 10, 2023, is the same news. (…) This is loose data and doesn’t take much away”, said Cármen when presenting the court’s report with data on municipal elections.
The electorate in greater numbers than the population is not the only indication of fraud, although the electoral legislation itself considers the phenomenon as suspicious and a reason for possible correction or electoral review.
There are several investigations across the country that point to the attempt to transfer voters en bloc from one city to another in the 2024 elections using false proof of residence.
“We have a review of the electorate and we have requested a review of the electorate in some locations and a review of the electorate is not carried out in an election year, precisely so as not to create any type of doubt about the electorate”, said Cármen, without mentioning what these are. localities.
The president of the TSE also used the argument that biometrics does not allow voters to vote in one city and then vote in another, which has no relation to possible fraud in small and medium-sized cities.
The suspicion is that voters were co-opted into voting in a city they don’t live in or have no relationship with, not that they voted in two different cities.
Cármen also used as an example of a possible discrepancy in the number of voters in relation to the population the fact of people who move for work and maintain their electoral domicile in the city of origin.
However, this situation mentioned by the minister does not involve the transfer of electoral titles. In the case of possible frauds being investigated in several states across the country, there is always a collective transfer of titles. In more than 700 cities, for example, the electorate grew by more than 10% with these migrations alone.
In a press conference and after being questioned about this specific point, Cármen also demonstrated ignorance regarding the various operations and investigations by the Federal Police that target possible fraud.
In Elesbão Veloso (PI), for example, the PF launched Operation Águas Rasas in August due to suspected fraud in 126 title transfers to the city, all using false receipts, some issued by the state’s water and sewage company. .
According to the police, the person suspected of producing the documents was a public servant and candidate for councilor.
In Minas, the PF launched Operation Suffrage in October to investigate the suspicious transfer of around 1,000 voter registration cards from Governador Valadares and the region to the small Divino das Laranjeiras, which has just over 4,000 inhabitants.
“[investigação] of change [de título] no, what do they [PF] did was something else. The operations they carried out were basically to see if there was any type of electoral offense, electoral crime or facts that could be criminal related to the use of resources, targeting voters and candidates and preventing access. [de candidatos] to the territories”, said Cármen.
